MINORITY RECRUITMENT COMMITTEE MEETING <br />AUGUST 7, 1999 <br />The Minority Recruitment Committee met in special session, Saturday, <br />August 7, 1999, 11:00 A.M., City Council Chambers, City Hall, Paris, <br />Texas. In the absence of Chairman Mary Ann Fisher, City Manager <br />Michael E. Malone called the meeting to order with the following <br />members present: Councilman Kevin Gray, Councilman John F. Bell, <br />Cloves Graves, Raymond Armstrong, Kenneth Webb, Robert High, and <br />Melba Harris. Also present were Civil Service Director Tommy Haynes, <br />Director of Finance W. E. Anderson, and City Clerk Mattie Cunningham. <br />City Manager Malone announced the first item on the agenda was <br />discussion of additional recruitment methods or resources that may be <br />used to encourage minorities to make application for employment with <br />the City of Paris. <br />City Manager Malone advised the Committee that the City has <br />personnel that serve in the various departments of the City and two of <br />the departments, the Fire and Police Departments, are operated under <br />the Civil Service Law, which is somewhat different from the <br />employment procedures for the other departments. At this time, City <br />Manager Malone asked W. E. Anderson, Director of Finance, to review <br />the normal employment process for the City of Paris. <br />Mr. Anderson explained that for non -civil service employees, he is <br />notified by the department that they have a vacancy. A notice is <br />prepared describing the position, what the rate of pay is, and notice is <br />given that application could be made through the Texas Workforce <br />Commission for that position. Mr. Anderson said notice of the position <br />will be posted on the bulletin board at City Hall, and copies will be sent <br />to all departments in the City, in case current employees are interest <br />in applying for the position, and they can be hired if they are qualified <br />for the position. A notice is sent to the Texas Workforce Commission <br />making them aware of the position, and Mr. Anderson said he requests <br />a certain number of applicants, and they refer those applicants to us. <br />Mr. Anderson said the City has a Interview Committee that is made up <br />of one representative from the department, himself, and Melba Harris. <br />This Committee interviews for all non -Civil Service positions.
