Board members present were Rogene Patterson, Beth
Shelton, William Neely, Jean Gibson and Frances Ellis, Secretary. Absent
were Virginia Gibbs, Eric Tate, and Jackie Alsobrook who was in Austin
speaking before the Texas Legislative House Appropriations Committee.
Library Director Beverly Ann Lewis and Clair Haslam, President of the
Friends of the Library, also attended.
Minutes of the January 18, 1989, meeting were approved as corrected
to add the following to the end of the sixth paragraph: "and express the
Library's appreciation for her late husband's bequest to Paris Public
Library."
Ms. Lewis presented the Library Budget Report advising the Building
and Grounds line item was 42.31% expended because this is a contracted
service paid up front.
She discussed the Monthly Status Report. The January total
circulation was 10,740 and the year to date total circulation is 36,655.
Ms. Lewis distributed the January 1989 Accessions Lists which
included 107 adult fiction titles, 172 adult non-fiction titles, 30
juvenile fiction titles and 5 juvenile non-fiction titles. Non-print
materials included 112 videos and 7 audio cassettes.
She advised Gene Anderson, City Finance Director, would attend the
March 15 meeting to discuss the Library accounts. On behalf of the City,
he acts as custodian for the accounts; however, the Library Director
and/or Library Board officers will continue to manage them.
She also advised the procedure for memorial donations. A memorial
selection is generally made from new titles which have already been
received. When a title on a specific subject area is requested, the doner
is advised the request will be reviewed and a decision made according to
the needs of the collection.
When a book is donated as a memorial, the doner is advised it will be
accepted according to the guidelines for all donations - that is, it
becomes the property of the Library and will be added to the collection if
needed.
Ms. Lewis reported on the February 15 Legislative Day sponsored by
the Texas Library Association. Nearly 500 librarians met in Austin and
discussed library funding with their individual legislators. She said the
Association supports funding at no less than the Level III funding budget
request of the Statewide Library Development Program because failure to do
so would result in the loss of $4.7 million of federal funds.
The Board members discussed Mrs. Alsobrook's trip to Austin this date
and the general concensus was to ascertain whether or not they would be
paid by the Texas Library Association.
