MAIN STREET <br />PARIS, TEXAS 76460 <br />November 20, 1979 <br />MINUTES OF ADVISORY BOARD MEETING, PARIS PUBLIC LIBRARY <br />Tho Advloory Board for rho paxia NiDjie Literary mee In regular eeeaien, November <br />20, 1979 in the Library at 4 p.m. with Mrs. Printis Ellis, Secretary, presiding. <br />Attending were Mrs. Marvin Gibbs, Mrs. Jackie Alsobrook, Robert Pierson, Senator <br />A.M. Aikin and Mrs. Robert Thornburrow. John Hastings, Director was present. <br />Absent were David Denney, Chairman, Pat Bassano, Vice - Chairman, and Jerry Stephens. <br />New members, Senator Aikin and Mrs. Thornburrow, were welcomed. <br />Minutes of the October 16 meeting were read and approved as corrected. <br />After an explanation that the City Council determined that Boards take care of <br />temporary appointments or replacements,members unanimously agreed that Mrs. Thorn - <br />burrow would serve in the absence of Dr. Don Black. <br />Hastings reported for Bassano on the status of three Certificates of Deposit -- <br />a $4000 maturing in February, and a $1000 maturing in February on deposit at First <br />Federal, and a $10,000 maturing in January of 1983 at Paris Savings. After dis- <br />cussion of procedure for handling the C.D.'s in 1980, Pierson and Aikin were asked <br />to get figures on best method of investments for high earnings for Wilbor fund <br />money. <br />Hastings presented a commentary on budget items for 1980 -81 for Board Members to <br />study as a request to the City Council. Item Z -9 for books, periodicals, and <br />audio - visuals, was placed at $20,000, largest increase of all items listed. <br />He spoke of the retirement of Mrs. Finch at the end of the fiscal year, saying a <br />person of professional qualifications is desirable, and our reasonable expectation <br />of a $9000 salary for this position next year may suffice to hire a beginning <br />professional. He said a 20 percent increase in total library budget would take <br />chre,of these items. <br />Senator Aikin asked about the help which Dorman Winfrey, State Librarian, could <br />offer the Paris Public Library. Hastings says he can best help by getting funds <br />for the State Library System (the Library Development Division of Texas State <br />Library) to raise the per capita rate from 16G to $1.00. (One dollar per capita <br />support at state level is the goal of Texas Library Association.) <br />Hastings reported the request to NETLS for $1500 grant, which the City is to match <br />with $500 from the Library Budget, had been granted at a reduced amount of $1250. <br />This grant is for hiring an expert consultant who can make a community analysis <br />concerning Library needs. He said three consultants had been contacted, with Paul <br />Little from Oklahoma City possibly the best choice. Word from Elizabeth Crabb <br />of NETLS on specific procedures is being awaited before the selection is made. <br />Hastings reported "Children's Book Week" had been successful, but the Film Festi- <br />val had not met the purpose for which it was intended (to draw attention to the <br />film service) because physical facilities were not good for showing films in the <br />Children's Room. One problem is interference with patrons trying to use print <br />materials and the Xerox machine. <br />
