n <br />LIBRARY BUILDINGS AND FACILITIES <br />Abandon any plans to remodel the present <br />facility. <br />Make a site survey to determine a loca- <br />tion for the new building. <br />Determine the funding source for the <br />new facility (Revenue sharing, bond <br />election, or a combination). <br />Employ a building consultant after the <br />funds have been secured. <br />BUDGET AND FINANCE <br />Secure 1976 -77 annual budget appropri- <br />ation of three dollars per capita. <br />.� <br />Seek county aid and revenue sharing <br />funds. <br />,­1 <br />We have gone directly counter to this ad- <br />vice, much to our detriment if we allow <br />the remodeling of the present building to <br />deter us from proceeding toward plans for <br />a new facility. The present remodeling <br />Job need not be wasted if the library <br />moves out. The building is sound and could <br />be used for many other, community - oriented <br />purposes. But the library has outgrown <br />this building, both in terms of absolute <br />space and of services we are not able to <br />offer. The agreement with the Culbertson <br />family can be renegotiated. <br />Some other cities in our area that have <br />new buildings or have taken concrete steps, <br />such as a purchase of land for a new build- <br />ing, are Allen, Carrollton, Clarksville, <br />Dallas, Denison, Garland, Irving, Marshall, <br />Mount Pleasant, Plano, Richardson, Sherman, <br />Terrell (which has a Carnegie building to <br />which there is sentimental attachment), <br />Texarkana, Tyler. That is, almost 1/3 of <br />the System members have new buildings or <br />are in the process of getting new build- <br />ings. Most of the others are more adequate- <br />ly housed than we are. It is possible to <br />build a new building if the citizens get <br />behind the project. And our citizens stat- <br />ed that a new public library building was <br />their number one priority at the September, <br />1978, Town Hall Meeting. <br />This year we have $4.15 per capita, as the <br />State Library figures it. In three years, <br />inflation has eroded the value of this money, <br />but it is still a substantial gain. It is <br />only a beginning, however; we need much more. <br />County aid, no. Unless we can get substan- <br />tial county aid, it is not worth forfeiting <br />
