Council Member Biard referred the Committee to the proposed Fencing Ordinance Draft #2. <br />Council Member Biard stated the definitions would have more meaning once going through the <br />Ordinance. He moved the Committee to page two to begin review of the Ordinance. <br />It was a consensus of the Committee to make the following changes: <br />General standards for fencing. <br />(1) General standards. <br />(a) The words fencing material will be added after PVC and a period will be <br />inserted after the word "durability." The last sentence will read "All <br />materials must be the type customarily used in residential landscaping." <br />(b) This section was deleted. <br />(c) The section should be modified to require that fences be of non - congruent <br />materials without limiting the materials in number. <br />(4) Electric fences. <br />In the first sentence the words "to intentionally" were added after "constructed" and <br />the words "in such a manner that it may" were deleted. In addition, the Committee <br />discussed whether it should allow electric fencing placed inside other fences for <br />penning dogs. They were concerned over children reaching into other fences and <br />being able to touch an electric fence. Lisa Wright was asked to research this. <br />(5) Barbed wire fences. <br />In the first sentence the words "barbed wire fences shall be permitted" was inserted <br />between the word "and" and the word "A." <br />(7) Prohibited materials. Sheet metal, palettes, and hadite block were added to the list. <br />(b) Fence heights. <br />(1) Front yard fence requirements. <br />The Committee elected to present two options to the City Council. They are as <br />follows: <br />Option Number 1: to prohibit any new front yard fences entirely. <br />Option Number 2: <br />
