Chief of Police, Karl Louis distributed a handout on large animal information. The sheet <br />was a summary of the information obtained by the Paris Police Department Animal Control <br />Division from the Lamar County Appraisal District (see attached list). Chief Louis explained that <br />one half of the affected properties inside the city limits are actually in violation of the current laws <br />and that the Animal Control Division is in the process of working those violations at this time. <br />The Task Force consensus was that there should be a one year period for all residents to <br />come into compliance with the new requirements. There was also agreement that the ordinance <br />should have a table included which shows the number of large animals that can be housed per <br />number of acres. <br />A motion to approve item number 3 as with the above changes was made by Don Taylor <br />and seconded by Zack Saffle. Motion carried unanimously. <br />4. Continued discussion of and possible action on recommending provisions related to <br />demolition by neglect. <br />Lisa Wright told the Committee that these recommendations were already approved but <br />that John Lestock had changed the wording to provide more specific examples of what exactly <br />constituted a violation. There was discussion about whether to expand these requirements <br />city -wide. Zach Saffle advised the Task Force that the Building and Standards Commission was <br />already dealing with in their work, and progress is being made but people might not always be <br />aware of it. Ms. Wright stated that she recommended the City begin work under the new <br />ordinance, and it we find out it's not working, we'll bring it back to the City Council for revision. <br />A motion to approve item number 4 was made by Bee Gannon and seconded by Pete <br />Kampfer. Motion carried unanimously. <br />5. Discussion of and action on recommending revisions to the Outdoor Storage ordinance to <br />include trash cans. <br />Lisa Wright advised the Task Force that the new requested provision would require that <br />trash can be kept in the back yard. There was discussion regarding the wording in Section 16 -23 <br />(E) and the reference to a 7:30 am timeframe. Ms. Wright recommended that the Task Force <br />leave re- wording this section to staff since it followed an administrative procedure. <br />The Task Force discussed the lack of an ordinance requiring that dumpsters be screened <br />and placed in a better location on property. Lisa Wright stated she would make a change to the <br />ordinance and present it to the City Council. <br />Code Enforcement's time frame was discussed. Lisa Wright told the committee she had put <br />into the budget a computer software program to help speed the time frame up 25 % or more <br />because required paperwork currently takes up a very large percentage of an inspector's time. Pete <br />Kampfer, Chamber of Commerce, told Lisa to contact him on this for discussion. <br />Page 2 <br />
