SPECIAL MEETING WATER AND SEWER RATE STUDY <br />ADVISORY COMMITTEE <br />January 28, 1988 <br />The Water and Sewer Rate study Advisory Committee of the City of <br />Paris met in special session, Thursday, January 28, 1988, 6:00 P. M. <br />Council Room, City Hall, Paris, Texas. Chairman Marshall H. Kent, Jr. <br />Call the meeting to order with the following members present: <br />Councilman Travis Wortham, Director of Finance, W. E. Anderson, City <br />Attorney, T. K. Haynes, Director of Utilities, Herb Campbell, Jim <br />Farris, Citizen, and City Clerk, Mattie Cunningham. <br />Chairman Kent announced that the special meeting was called for the <br />purpose of receiving a briefing from Reed & Stowe, Consultants for <br />the City's Water and Sewer Rate Study. <br />Jack Stowe representing Reed & Stowe presented the Committee with an <br />Initial Project Schedule, attached hereto as exhibit A, and made part <br />of these minutes. <br />Mr. Stowe told the Committee that they have met several times with <br />Freese and Nichols, Inc. who will be conducting the engineering <br />portion of the study, lining out their specific task, and getting <br />information together and information request which has been presented <br />to W. E. Anderson. Mr. Stowe said one of their concerns when they <br />started on this project was the quality and format of the data; <br />however, the City has produced very good data, and it should not hold <br />them back. <br />Mr. Stowe told the Committee that their timetable shows meeting with <br />the project team once each week, and every two weeks with the <br />Advisory Committee in order to keep the Committee advised on the <br />progress of the study, and at the same time, the things that might <br />come up which would require a policy decision, and they wanting to <br />recognize those and blend them in because the final result of a study <br />like this has to accomplish the goals and objectives that the City <br />sets out. Mr. Stowe explained that is one of the reasons why they <br />have given out the survey questionnaire, and said that basically the <br />information from the surveys will be used to come up with a common <br />goal for the City, which will be discussed in. the next meeting. Mr. <br />Stowe asked that the surveys be return to them as soon as possible. <br />Mr. Stowe said the third item for discussion was the test year <br />selected, that they had selected the year 12 months ending September <br />30, 1987 which is the starting point for data and information. Mr. <br />Stowe explained they will take the dollar amount that the City has <br />grouped, Reed and Stowe will have to go in and separate out how much <br />of those dollars are spent for water and how much went for sewer. <br />Mr. Stowe gave an example of an investment account dealing with the <br />water treatment plant, they will identify all assets dealing with raw <br />water, raw water transmission, treatment, treatment facilities, <br />treated water transmission mains, treated water distribution mains, <br />as of now, the City is capturing the information as mains. They will <br />have to go in and do a study to separate that out between <br />
