MINUTES OF THE WATER & SEWER COMMITTEE MEETING <br />June 13, 1988 <br />The Water & Sewer Committee met, Monday, June 13, 1988, 6:00 P. M., <br />City Council Chambers, City Hall, Paris, Texas. Chairman, Eric <br />Clifford called the meeting with Councilman Curtis Fendley present. <br />Also present was City Manager, Michael E. Malone, City Attorney, T. K. <br />Haynes, City Engineer, Earl Smith, and City Clerk, Mattie Cunningham. <br />Chairman Clifford called for consideration of and action of a request <br />from Ralph Taylor for City participation in water line extension for a <br />new church building on Loop 286 South. <br />Ralph Taylor, Minister of the Bethel Temple Church, appeared before the <br />Committee and review his previous proposal of using a pool for <br />drafting, underground water system, and reintroduced this to the <br />Committee. Mr. Taylor also suggested that the city furnish pipe for <br />the proposed water line, and the church would install the pipe, or the <br />church would furnish the pipe, and the church would install it. <br />Steve Burgin, Fire Chief, appeared before the Council stating the use <br />of the pool was still out of the question, the deep well system would <br />work, but would have to meet certain standards, and would be expensive. <br />Chairman Clifford explained to Mr. Taylor that the City's policy did <br />not include participate in water line extension, only upgrading of pipe <br />from a six inch pipe, then the City would pay the difference in that, <br />and the City Engineering Department would decide the size of pipe that <br />was needed. Chairman Clifford suggested that Mr. Taylor get with the <br />City Engineer and work out the procedures for the water line. <br />City Attorney Haynes told Mr. Taylor that the City would secure <br />right -of -way for the water line which was normally donated. <br />City Manager Malone told Mr. Taylor the first step would be to get a <br />licensed Engineer to draw up plan and present to the City Engineer, and <br />would have to have a licensed plumber to make the tap. <br />Leonard Owens, 1128 Cooper Street, appeared before the council <br />requesting participation in water line extension to serve his residence <br />at 1128 Cooper Street due to poor water pressure to his mobile home. <br />Earl Smith, City Engineer, presented maps and a memorandum, attached <br />hereto as exhibit A, of the happenings regarding Mr. Leonard's water <br />service. <br />After discussion, the Committee instructed City Staff to check into <br />this matter and report back to the City Council. <br />There being no further business, the meeting adjourned. <br />ERIC S.
