MEMORANDUM <br />TO: Leonard Owens Utility Service <br />File <br />FROM: Mike Tibbets, Staff Engineer <br />DATE: February 11, 1988 <br />SUBJECT: Mr. Leonard Owens <br />On September 24, 1987, Mr. Leonard Owens contacted the City of <br />Paris Engineering Department concerning obtaining water and sewer <br />service for his lot at 1128 Cooper Street. (See Request for Service <br />#170) He was informed by secretary Alice Pinalto that a cost estimate <br />would be required if there was no water or sewer service available. <br />Mr. Owens came back to the office on the Friday just before <br />October 2, 1987. Alice and Steve Hodges (who makes the estimates) <br />were both out of the office and I was very busy. I waited on him as <br />soon as I could. He told me the situation and I began to try to see <br />if I could find what the estimate was. I couldn't locate it so I told <br />him I would call him back on Monday. <br />On October 2, 1987, Steve worked up an estimate of $1,500 for 100 <br />feet of 6" water main extension and $1,700 for 100 feet of 6" sewer <br />extension. <br />We found out that there was an existing sewer main in the street <br />in front of his lot and that it would not require a sewer main exten- <br />sion. I told him that we would dig it up to see if it was low enough <br />to serve his lot. <br />We located the sewer and determined that it was indeed low enough <br />to serve his lot (3.87 feet of difference between sewer flow line and <br />his sewer connection). <br />On November 11, 1987, Mr. Owens paid $210 for a standard sewer <br />tap in the dirt (receipt #4250). On that same day, the Engineering <br />Department sent a work order to Public Works for construction of same. <br />Allen Hicks completed the work on November 19, 1987. <br />Sometime prior to November 11, 1987, (and I honestly can't <br />remember when) we informed Mr. Owens that there was no water main in <br />front of his property. We said that a main would have to be extended <br />in the city right -of -way according to city standards (6" pipe mini- <br />mum). This would cost a minimum of $1,500. This figure didn't seem <br />to bother him much at the time. (He didn't complain.) <br />I told him that an alternative to this high cost might be to get <br />permission from the owner of the adjacent lot to the east (1106 <br />
