oil <br />December 17, 1987, Mr. Owens came in and paid $135 <br />for the standard water tap in the dirt (Receipt #4437) as I had <br />instructed. <br />On December 18, 1987, the Engineering Department sent a work <br />order to Public Works to construct the tap and to switch the meter in <br />the existing meter box to the new meter box. On the same day, I <br />contacted Pat Evans, Water Department Head, and asked her to not <br />charge Mr. Owens for having an account at 1106 Cooper, and to switch <br />the billing address to 1128 Cooper, which she did. <br />Allen Hicks of Public Works completed the tap on December 21, <br />1987. Odis Bridgers contacted me about the tap saying that it was on <br />a 3/4" line and that the flow rate would not be good. I told him that <br />I was afraid of that but Mr. Owens didn't want to pay to do it cor- <br />rectly and that he had already been warned. <br />I thought that we had finally resolved our problems. However, in <br />January, 1988, I got a call from Mr. Elbert Desmond (784 -4041) who was <br />working for Mr. Owens. He said Mr. Owens wanted to know why the meter <br />wasn't installed at 1128 Cooper instead of at 1106 Cooper. I told him <br />that Mr. Owens hadn't paid to extend the main, so it wasn't extended <br />to 1128 Cooper. After contacting Pat Evans again, I told Mr. Desmond <br />that Mr. Owens could move the meter to his own property and run a line <br />from the new tap to his meter all at his own cost. <br />Next, on February 9, 1988, I got a call from Beverly at Public <br />Works saying that Mr. Owens was complaining that his water meter was <br />not at 1128 Cooper and that there was not adequate water pressure. I <br />told her Mr. Owens had been warned verbally and by letter of the <br />possibility of low service problems and that he would be allowed to <br />move his meter in front of his property if he wished. <br />=M <br />
