MINUTES OF THE SPECIAL MEETING OF THE WATER & SEWER RATE <br />STUDY ADVISORY COMMITTEE <br />January 7, 1991 <br />The Water & Sewer Rate Study Advisory Committee met, Monday, January 7, <br />1991, 5:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Chairman, Billy Joe Burnett called the meeting to order with the <br />following members present: Councilman E. W. (Bill) Booth, Councilman <br />George Fisher, Jr., Director of Finance, W. E. Anderson, City Engineer, <br />Earl Smith, Director of Utilities, Herb Campbell, Jim Farris, City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />Chairman Burnett announced the purpose of the meeting was to receive <br />briefing from Keith Reed, a partner in Reed -Stowe & Company that has <br />been engaged to conduct a Water and Wastewater Rate Study for the City <br />of Paris. <br />Mr. Reed came forward and gave each member a questionnaire to fill out <br />and return to them. Mr. Reed told the Committee the questionnaire <br />would give them input on some of the thing that will take place in the <br />rate calculation study. <br />Mr. Reed told the Committee that the first thing they plan to do is an <br />exact cost of service study based totally on actual cost where there is <br />no substitution or cross substitution between classes of customers, <br />that the residential, and commercial customers pay all their share, and <br />the contract customers pay all their share according to their <br />contracts with the City of Paris. <br />Mr. Reed said there were several other thing they needed to get the <br />committee's input on because they have agreed in their proposal to <br />calculate the rate for the residential customers within the City of <br />Paris, and the commercial customers that are not under a contract, that <br />they will provide the City with three rate fall alternatives, and the <br />Committee's input on the questionnaires will give Reed and Stowe the <br />insight as to what the desires of the Committee are as far as the three <br />rate fall alternatives. <br />Mr. Reed announced the next thing they would like to do is set the time <br />for the next committee meeting. After discussion, it was the consensus <br />of the Committee to call the meeting for March 4, 1991 at 5:00 P. M. <br />Mr. Reed advised that at the March meeting they would have a draft <br />report for the Committee to look at and review, and have the Advisory <br />Committee give them their thinking on the rates, and it would give them <br />adequate time to incorporate the Committee's suggestions into the rate <br />calculations. Mr. Reed said the final report would be complete by the <br />first of April for the final presentation and adoption by the City of <br />Paris. <br />City Attorney Haynes reported that there was a change being made to the <br />Tenaska contract regarding the audit period, but felt we could go <br />forward on the rate study. <br />
