City Council Water & Sewer Subcommittee <br />March 25, 2003 <br />Page 3 <br />Campbell advised that the water rates have changed on an average of $0.34 <br />per month per year and the wastewater rates have changed $1.08 per month <br />per year. He said that on page 20 there is an example of the monthly report <br />that he had to fill out when he came to the city, which is one page typed with <br />a typewriter. Pages 21, 22, 23, 24, and 25 are the current reports that have to <br />be completed today and all the data has to come from his people. Mr. <br />Campbell said that on page 23, they have added a lot about individual filter <br />performances. Now they have to keep information on individual filters. He <br />asked the committee to look at filter number one. Every four hours they have <br />to take a sample for turbidity and run a test on it. Chairman Plata asked if all <br />cities have to do this testing. Mr. Campbell responded that if the population <br />is more than ten thousand a city has to run these tests if it is a surface water <br />treatment plant. If they get their water from wells they have to fill out a <br />different report. <br />Mr. Campbell asked the committee to go to page 26 which is a listing of the <br />changes that have been made in the lift stations. The left side shows the 11 <br />lift stations in 1987; the right shows the 17 lift stations in 2003; and the <br />bottom shows the proposed lift station for the Paris Golf and Country Club. <br />The city is working with them as there is a possibility that the city might take <br />over their lift station. <br />Chairman Plata said this page shows that between 1987 and 1990, a <br />computerized Scada System was installed at each lift station. Chairman Plata <br />stated that this is saying to him that this was monitored by WTP personnel at <br />the WTP on a special computer. This means that anytime something is <br />wrong it tells them by computer. Mr. Campbell said that was correct. <br />Chairman Plata said he was still confused as to why you have people just <br />working the lift stations. Mr. Campbell advised that the three employees <br />maintain the lift stations. He said the budget shows four, but the city only <br />has three. <br />Mr. Campbell asked Chairman Plata to look at the next chart which shows <br />that prior to 1987 noone reported overflows in the sewer system.
