Page 3 <br />Utility Rate Study <br />Committee meeting <br />September 28, 1995 <br />condition like the City of Paris had this past year, then chances no <br />body is going to be using what was anticipated. At the same time, if <br />you have severe rainy weather less water is going to be used than what <br />was anticipated. Mr. Jackson said the outline of a winter average is <br />you take the winter months, November, January, and February, you do not <br />count December because you have the holiday month, and usage is <br />generally more than normal. You can generally make the assumption that <br />all the water used during the winter months is returned to the sewer <br />system, so you take an average of those months and assume that is is <br />the winter average, and in the summer months if a customer uses up to <br />650 cubic feet, he is billed for all of his sewer, but anything over <br />that amount, he is not billed at all. <br />Mr. Jackson presented two options, one was no change in minimum charges <br />for volumetric rate of $2.39 /ccf; sewer charges at 100% of water up to <br />each customer's winter average with no sewer charges for water used <br />above this average; option two: no change in minimum charges; <br />volumetric charge of $2.67 /ccf; sewer charges at 80 %, and advised that <br />there were other options available, but his recommendation would be <br />option one. <br />Chairman Clifford said his recommendation is to proposed to the City <br />Council that the City go back to a Winter Average on the sewer bills <br />for residential customers only using November, January, and February <br />using the first option suggested by the consultant which was no change <br />in minimum charges for volumetric rate of $2.39 /CCF; sewer charges at <br />100% of water up to each customer's winter average with no sewer <br />charges for water used above this average, with no more 42 day billing <br />cycles. <br />Councilman Fulbright recommended that the City use a flat rate for all <br />yard meters regardless which side of the street the waterline is <br />located on, with no minimum bill on yard meters. <br />Chairman Clifford made a motion to make his and Councilman Fulbright <br />recommendations a recommendation to the Council for consideration.
