MINUTES OF THE L.C.W.S.D. COMMITTEE <br />August 17, 1987 <br />The Committee appointed to study the Lamar County Water Supply District <br />request to connect to the City of Paris' thirty -three inch (33 ") water <br />transmission main in the area of Campbell Soup met August 17, 1987, at <br />4:00 p.m., in the City Manager Conference Room, City Hall. Chairman <br />Eric Clifford called the meeting to order with the following members <br />present: Councilmen Bill Bone and Marshall Kent. Also present was City <br />Manager Michael Malone, City Attorney T. K.Haynes, Finance Director W. <br />E. Anderson, E.I.T. Mike Tibbets, and Assistant City Clerk Barbara Denny. <br />The Committee received copies of information which was discussed by <br />Lamar County Water Supply District which contained four points that they <br />were favorably disposed toward. These points are as follows: <br />1. Reduce L.C.W.S.D.'s right to take through City's distribution <br />system by the amount of the eliminated meters (meters being <br />eliminated by N.E. Loop - 10 inch tap are East, Northeast and <br />North) and N.W. Loop (meters being eliminated by N.W. Loop are <br />Northwest ?, West). <br />v2. Agree upon the specific limit of each distribution system meter <br />through which L.W.S.D. retains right to take. <br />3. L.C.W.S.D. is granted the right to tap on the 33 inch <br />transmission line between Water Treatment Plant and Campbell <br />Soup with L.C.W.S.D. paying a proportionate part of the capital <br />cost based upon its take through this tap as compared to the <br />remainder of the flow through the 33 inch transmission line. <br />The City has the right to oversize at its expense and to <br />purchase for $1.00 that portion of the NW. Loop from 33 inch <br />transmission main to the West boundary line of 19th Street N.W. <br />4. City is granted right to sell to Marvin - Jennings - Clardy. <br />City's sale to M.J.C. would be as required by ordinance, double <br />City water rates. <br />IF CITY CAN BECOME AGREEABLE FOR L.C.W.S.D. MOVING FORWARD WITH THE <br />PINE CREEK RESERVOIR PROJECT. <br />Chairman Clifford opened the meeting for discussion. Members of the <br />Committee wanted to know what loss there would be in the distribution <br />system under this new agreement. <br />Councilman Bone stated he felt points 1, 2, 3, and 4 were contingent <br />upon the bottom item. Council discussed the option that L.C.W.S.D. <br />wanted in regards to building a new reservoir. <br />John Buss informed the Committee that there was still an option open for <br />the City concerning M.J.C. Councilman Bone wanted to know the amount of <br />money which was involved if the City obtained M.J.C. Eric Clifford made <br />the statement that L.C.W.S.D. has every right under the new contract to <br />hook on to the City's line. Mr. Clifford also stated that M.J.C. has <br />approached the City several times in the last few months concerning <br />water being obtained from the City. Councilman Bone questioned M.J.C.'s <br />price from the County versus the price from the City which would be a <br />double rate. John Buss explained the rates of the City versus the rates <br />
