SPECIAL COMMITTEE MEETING TO STUDY L.C.W.S.D. REQUEST <br />October 29, 1987 <br />The Committee appointed to study Lamar County Water Supply District's <br />request met Thursday, October 29, 1987, 4:00 P. M., City Manager <br />conference room, City Hall. Chairman Eric Clifford called the meeting <br />to order with the following members present, Councilman Marshall H. <br />Kent, Jr., Councilman Bill Bone. Also present was City Manager, <br />Michael E. Malone, City Attorney T. K. Haynes, City Engineer, Earl <br />Smith, and City Clerk, Mattie Cunningham. <br />Chairman Clifford advised the committee the meeting was called for the <br />purpose of discussing and making recommendations on Lamar County Water <br />Supply District's request for a tap on the 33 inch transmission line <br />between the Water Treatment Plant and Campbell Soup. <br />The Committee discussed the four points that the Lamar County Water <br />Supply District were in favor of, those being read by City Attorney <br />Haynes. <br />After further discussion, the Committee was in agreement with the four <br />points which includes the granting the right to Lamar County Water <br />Supply District to tap on the 33 inch transmission line between the <br />Water Treatment Plant and Campbell Soup with Lamar County Water Supply <br />District paying a proportionate part of the capital cost based upon its <br />taking through this tap as compared to the remainder of the flow <br />through the 33 inch transmission line. The City has the right to <br />oversize at its expense and to purchase for $1.00 that portion of the <br />N. W. Loop from 33 inch transmission main to the West boundary line of <br />19th Street N. W. <br />Chairman Clifford called for discussion and recommendation for purchase <br />of Lamar County Water Supply District's water line on Highway 82 East. <br />Earl Smith, City Engineer reported that on Highway 82 East where you <br />pick up where the master meter is, going East to the city limits, the <br />cost to purchase that line would be approximately $18,487.00 without <br />depreciation, this does not include moving the master meter and box. <br />Mr. Smith said the Lamar County Water Supply District has the right to <br />stay connected with that water line per the contract with the City, and <br />suggested that the city purchase the line up to the Booster Pump <br />Station. <br />City Attorney Haynes said the contract between the City and Lamar <br />County Water Supply District provides that the City can purchase water <br />lines from Lamar County Water Supply District, and the water lines on <br />Highway 82 E. was constructed to meet city specifications, and further <br />stated that the City's contract does not provide for the City of Paris <br />to purchase customers from Lamar County Water Supply District. <br />After further discussion, it was the consensus of the Committee for the <br />City to send Lamar County Water Supply District a check for the water <br />line on Highway 82 East according to contract, and notify them that the <br />City is in agreement with the four points. <br />
