MINUTES OF THE L.C.W.S.D. COMMITTEE <br />December 1, 1987 <br />The Committee appointed to study the Lamar County Water Supply District <br />request to connect to the City of Paris's thirty -three inch (33 ") water <br />transmission main in the area of Campbell Soup met Tuesday, December 1, <br />1987, 4:00 P. M., Council Chambers, City Hall. Chairman Eric Clifford <br />called the meeting to order with the following members present: <br />Councilman Marshall H. Kent, Jr., and Councilman Bill Bone. Also <br />present was City Manager, Michael E. Malone, City Attorney, T. K. <br />Haynes, Director of Finance, W. E. Anderson, City Engineer, Earl Smith, <br />and City Clerk, Mattie Cunningham. <br />Chairman Clifford announced that the special meeting was called for the <br />purpose of discussing a tentative agreement with Lamar County Water <br />Supply District regarding the connection to the City's thirty -three <br />inch transmission line. <br />City Attorney Haynes presented the following memorandum of conversation <br />between Alton Dockery, Manager of Lamar County Water Supply District <br />and himself: <br />1. LCWSD can only go 16 inch line. If the City wants more, the City <br />of Paris will have to pay the difference in cost. <br />2. City is to procure all easements. <br />3. City has an agreement with LCWSD for the use of the line from the <br />33 or 30 inch line to 19th Street and the cost of the use of the <br />line is the maintenance of the same. <br />4. LCWSD will buy 1.1 million gallons per day through the <br />distribution system through the 3 remaining meters, Southwest, <br />West and South. If they exceed that, they will pay a premium <br />price for the same. <br />5. LCWSD pays the agreed price as already set out in the contract <br />for the water that goes through the distribution system and <br />pays no additional maintenance unless they exceed the 1.1 <br />million gallons per day at which time a new rate can be <br />negotiated or a penalty can go into effect. <br />6. In the event LCWSD exceeds 1.1 mgd for a 30 day period then LCWSD <br />agrees to contract with the City of Paris for a new maximum amount <br />of water to be delivered through the 3 distribution system meters <br />with LCWSD paying at that time a readiness to serve fee, equal to <br />their total right to take through the distribution system, <br />divided into the total water delivered through the distribution <br />system times the total cost to maintain the distribution system <br />with the distribution system being defined in accordance with <br />the existing amendment to LCWSD City of Paris contract <br />dated April 1, 1985. <br />7. City of Paris has the right to serve the Marvin - Jennings - Clardy <br />
