and stated that, in February of 2006, Mr. Sanchez agreed to install an <br />appropriate roofing material on the front of the house and then replace <br />the metal roof within three years. However, this work was never started <br />and the house has remained open to the elements and is now damaged. <br />Mr. Sanchez stated that a bid from roofers to put shingles on was <br />$11,800.00 for the entire house. Ann Rogers questioned if City staff <br />ever granted a permit for the roof, and Lisa Wright advised that City <br />staff did not issue a permit and actually stopped work once Mr. <br />Sanchez was seen working without one. <br />Chairman Starrett stated that this is a charming cape cod house, and <br />he is aware that Mr. Sanchez has a potential purchaser who wants <br />composition roof. If this metal goes on, it will be there a long time. <br />Becky Norment asked if she could speak on the item. She stated that <br />she lives in the district, and she knows the City sent out letters to all <br />property owners telling them what steps they needed to take before <br />making a change to the exterior of their property. If Mr. Sanchez's <br />request is approved, the Commission will be setting a precedent <br />whereby any owner in the district can simply go out and do anything <br />they want without asking and then plead economic hardship in order <br />to get to leave it that way. She wants the district protected. She stated <br />that, If Mr. Sanchez is not staying in the district, she doesn't want him <br />to be able to put metal on the roof because it will stay there forever. <br />Chairman Starrett asked the HPO what her recommendation was. She <br />advised the Commission that the City is a member of the National <br />Alliance of Preservation Commissions and, as such, is a member of a <br />Listsery that cities use to exchange ideas. She stated that, <br />coincidentally, roofing materials have been a very hot topic on the <br />listserv, and every city responding to the topic is extremely strict on <br />roofing materials because of the significant impact roofing has on the <br />overall character of the structure. She asked Mr. Sanchez if he thought <br />he would know the outcome of the potential sell within thirty days, and <br />he stated he thought he would. <br />Motion was made by Ann Rogers, seconded by Susan Scholz, to table <br />the item for the Wednesday meeting in February in order to give Mr. <br />Sanchez time to work with the potential purchaser. Motion carried 5 -0. <br />C. 902 S. Main Street - Edwayne Samis and Tiny Freelen - Motion was <br />made to approve COA by Susan Scholz, seconded by Sharon Nabors. <br />Motion carried 5 -0. <br />
