September 14, 1971 <br />ADVISORY BOARD OF HEALTH MEETING <br />The Advisory Board of Health met at the Paris -Lamar County health Depart- <br />ment Building, Tuesday, September 14, 1971 at 7:30 P.M. with the following <br />members present: Mrs. Ann Norment, Mr. James Deatherage, and Dr. William <br />Hayden. Invited guests also present were: C. L. Walker, City Manager, <br />Harold Greene, City Clerk, L. C. Johnson, County Auditor, W. C. Pursifull, <br />Sanitarian, and Dr. J. R. Bailes, Medical Director, Public Health Region 7. <br />The vice - chairman, James Deatherage, opened the meeting for business. The <br />minutes of the last meeting were not read as they had already been acted <br />upon and were of no interest to this meeting. <br />Mr. Deatherage expressed his regrets in the passing of Dr. Lane B. Cooke <br />and asked Dr. Bailes to speak to the board regarding the possibilities <br />of his replacement. Dr. Bailes gave the three alternatives which he felt <br />would accomodate the needs of the Paris -Lamar County Health Department. A <br />copy of these recommendations is as follows: <br />1. A full -time, qualified and permanent Physician for the position of <br />Medical Director can probably be found and employed at a minimal <br />annual salary rate of $30,000.00 per year. This approach is somewhat <br />negated in that the salary for the vacant position cannot exceed that <br />which was paid prior to August 14, 1971 until November 14, 1971 - this <br />situation is created by the effect of the Presidential Executive Order <br />11615 Providing for Stabilization of Prices, Rents, Wages and Salaries. <br />In addition to the immediate salary factor, an unnecessary delay would <br />be experienced through this alternative. <br />2. A Physician to serve as Acting Director could be employed at a salary <br />rate determined by the availability and qualifications of Physicians <br />willing to accept the position on an acting - and thereby somewhat <br />temporary - basis. Again, the salary rate would be affected negatively <br />by Executive Order 11615 noted in paragraph 1., above. Further, this <br />alternative would not resolve your needs on a long term basis. <br />3. Public Health Region 7 can provide professional Public Health Medical <br />direction and the necessary administrative and managerial services <br />necessary to the continued operation of your Health Department. Con- <br />junctively, a qualified local Physician could be placed on a monthly <br />retainer and fee for services compensation basis to augment the <br />services rendered by Region 7. A reasonable monthly retainer amount <br />would be approximately $200.00 per month and the fee for services - <br />to be in addition to the retainer - would be at the standard fee for <br />each specific procedure that the retained physician normally charges <br />to his patients. This alternative would be the most economic approach <br />to resolving your problem and would also place the total resources of <br />Public Health Region 7 at your disposal. <br />
