MAY 29, 1979 <br />ADVISORY BOARD OF HEALTH MEETING <br />The Advisory Board of Health met at the City Police Municipal Court <br />Room on May 29, 1979 at 6:30 P.M. with the following members present: <br />Mrs. Ann Norment, Mr. James Deatherage, Dr. William Hayden, Dr. C.D. <br />McMillan and Dr. John Barnett. Also Present were: Dr. Joe F. <br />Hillhouse, Acting Director, W.C. Pursifull, Sanitarian, and other <br />representatives of the Paris -Lamar County Health Dept. Also <br />attending was Mike Koch, Administrative Assistant of the City of <br />Paris. <br />Dr. Hayden opened the meeting, then asked Dr. Hillhouse to give a <br />brief summary of finances and the problems facing the Health Dept. <br />He gave an estimate of $8,674.00 would be needed for materials and <br />a supervisor for Mosquito Control, which would almost deplete our <br />surplus of $9,500.00. This is using manpower labor from CETA. He <br />stated that as things stand now, we would run out of money by <br />September if the City cut down their present payment. At this <br />time, the City is contributing more than 60% to the Health Dept., <br />while the County is not contributing their agreed share of 40% <br />of the approved budget. The City had stated they may have to <br />discontinue this amount unless the County lived up to their portion. <br />Dr. Hillhouse asked the Board to propose a request asking the City <br />to continue the present amount and in the meantime to encourage <br />the County to live up to their 40% of the budget. <br />Dr. Hayden suggested that Mr. Deatherage should recommend to the <br />Board what action should be taken. <br />Mr. Deatherage then brought out the possibility of discontinuing <br />Mosquito Control, since the funds were not available. Dr. McMillan <br />disagreed with this, stating that at one time Paris was terribly <br />infested with mosquitoes and could possibly be that way again and <br />that would certainly be a health hazard. It was then decided by <br />the Board that the Health Department would go ahead with the <br />Mosquito spraying and if necessary, use the surplus monies and <br />go from there. <br />Mr. Koch was asked if the City would discontinue their present <br />amount of contribution and he said that he could not commit the <br />City but that something should be worked out between the City and <br />County by the first of January. <br />Mr. Pursifull pointed out that we could not be sure of the expense <br />of Mosquito Control because the jeeps were 30 years old and also <br />brought out the fact that the City was furnishing the gasoline <br />and maintenance on them. <br />
