MINUTES <br />PARIS -LAMAR COUNTY BOARD OF HEALTH <br />OCTOBER 14, <br />The Paris -Lamar County Board of Health met Wednesday, <br />October 14, 1987 at the Holiday Inn. The meeting was called <br />to order at 7:07 A.M. A quorum was present including Mrs. <br />Ann Norment, Chairman, Dr. Wally Kraft, Mrs. Printis Ellis, <br />Rev. Samuel Evans, Dr. Bill George, Dr. Bert Strom, and Dr. <br />Tom Cutrell. <br />The minutes from the previous meeting were reviewed and <br />approved. <br />Financial reports were prepared by the City of Paris <br />accounting office and reviewed by the Board. Revenues for <br />the month of September from the Health Department vital <br />statistics service were $3,308.13. The Health Department <br />received $5,000 from Lamar County, $5,333.33 from the City <br />of Paris, $3,084.86 from the State of Texas and $435 from <br />the State of Texas for the laboratory. The actual revenues <br />in September, 1987 were $17,161.32 compared to the actual <br />expense of $27,987 including the WIC program which totaled <br />$6,326 so that the actual expense without WIC was $21,661 <br />leaving a deficit for that month of approximately $4,000. <br />The balance on September 30 read a deficit of $11,432 but <br />this is offset by $10,615 in revenue from lab fees which <br />will not show up until the October balance. $10,565 that <br />was in a separate account and is not being placed in the <br />Health Department account rather than the city and this <br />brings an actual balance October 1, of $9,748 there are also <br />revenues pending from the state. The deficit of actual <br />expense over the actual revenues for September when averaged <br />over the year produces a break even or balance budget. <br />Discussion was held concerning holidays and other <br />personnel policies. At present, city employees receive <br />about 6 holiday days per year. The county received all of <br />the state holidays and more and those are detailed in a list <br />attached. In the past, the Health Department closed when- <br />ever the county courthouse was closed. There appears to be <br />an inequity here between city and county workers and this <br />will be further investigated and discussed by subcommittee <br />headed by Dr. Strom and two other people of his choice. <br />Review of and discussion of job descriptions of the <br />Health Unit Director and other employees was tabled at this <br />time and will be discussed more throughly at the next <br />
