MINUTES <br />PARIS -LAMAR COUNTY BOARD OF HEALTH <br />DECEMBER 16, 1987 <br />The Paris -Lamar County Board of Health met Wednesday, December 16, 1987, <br />at the Holiday Inn. Mrs. Ann Norment tailed the meeting to order at <br />7:05 a.m. The board members present were Mrs. Norment, Rev. Evans, <br />Dr. Bercher, Dr. Strom, Mrs. Ellis, Dr. Cutrell, and Dr. George. <br />The minutes from the previous meeting were approved. <br />Mrs. Norment requested to move agenda item 5 ahead of items 3 and 4. <br />Dr. Strom discussed the holidays that the Health Department personnel <br />take every year. The State Legislature defines the holidays. We use the <br />State Personnel Manual, and it would have to be changed in order to <br />change holiday schedules. The state would not restrict our Board from <br />making any changes. However, no motion to change any holidays was <br />presented. <br />Anthony Bethel read the Administrative Report with numbers of services <br />performed by the Health Department for the month of November, and reported <br />that fewer services were generally performed between the months of <br />November and February. Mr. Bethel reported that there were no State <br />funds available for re- modeling the Health Department office building. <br />Three bids were reviewed for janitorial services. Dr. Bercher made a <br />motion to accept the bid of Duane Campbell, and Mrs. Ellis seconded the <br />motion. The motion was voted on and passed. Dr. Bercher suggested <br />that Mr. Bethel contact the Lamar County Sheriff's office concerning <br />the County Jail work crew performing outside maintenance for the building. <br />Roofing bids were read. No information was available concerning a gable <br />roof. Mr. Haynes recommended Mr. Miller's roofing work and suggested <br />that we contact Harrison, Haprer, and Walker about the quality of work <br />performed by bidders. The discussion of roofing bids was tabled until the <br />next meeting. <br />Mr. Bethel passed out a listing of what we consider to be high risk factors <br />in regards to AIDS testing. <br />The financial report was given by Mr. Anderson. <br />Dr. Cutrell will discuss job descriptions of the staff at the next meeting. <br />The parking lot at the Health Department has been leveled and graveled <br />by City of Paris crews. <br />Latricia Miller, Lamar County Treasurer, was present and spoke concerning <br />Indigent Health Care. She said that Lamar County Indigent Health Care <br />became active on September 1, 1986. Lamar County has set aside $336,000.00 <br />for Indigent Health Care for this year. A person must not have income more <br />that $250.00 per month and not more than $1000.00 in resources to qualify <br />for aid. This is an adult program for age 18 or older. Each eligible <br />person may not receive more than $30,000 for medical care or 30 days in <br />
