MINUTES <br />PARIS -LAMAR COUNTY BOARD OF HEALTH MEETING <br />MARCH 9, 1989 <br />The Paris -Lamar County Board of Health met Thursday, March 9, 1989 <br />at the Health Department Building. Dr. Bercher called the meeting to <br />order at 7:18 A.M. The board members present were: Dr. Bercher, Dr. <br />Cutrell, Dr. Strom, Dr. Brooks, and Mrs. Norment. <br />The minutes from our previous meeting were reviewed and approved. <br />The monthly report was given by Anthony Bethel. He announced that <br />Dr. Hillhouse came down to the Health Dept. twice in the past two weeks. <br />He is improving, but only stayed an hour each time. <br />Dr. Gonzalez examined sixty patients last month. The nurses gave <br />appointments to 69 girls to get 20 to show up for a clinic. There were <br />four clinics with 15 to 20 girls per clinic. <br />There was a small increase in giving Measles Vaccine last month due <br />to the measles outbreak in Houston. Several students and teachers needed <br />the vaccine before going to the Houston Livestock,Show and the State <br />Basketball Tournament in Austin. East Texas has only 1000 doses of measles <br />vaccine available. <br />Anthony said that Duane Campbell , our cleaning man will be giving <br />up this job by the end of April. The board asked that we submit three <br />bids at our next meeting. <br />Next, Title XX Funds were discussed. Three years ago, Mr. Ostergren <br />of Dallas, Texas bid for Title XX Funds and got them. They will receive <br />the funding for another year and a half or until Sept. 1990. A patient <br />may qualify for Title XX Funds when they have to much income for medicaid, <br />but have no health insurance. These funds cover all Family Planning Services. <br />Dr. Bercher asked us to find out how much Title XX pays the doctors and hos- <br />pital for Tubal Ligations. He said that our health department could really <br />expand and have potential if we could have a full -time Director working <br />here. He stated that the board needs to quit managing our clinic. Dr. <br />Brooks expressed concern about whether Dr. Gonzalez would be adequate to <br />run our clinic. More discussion followed concerning our need for a permanent <br />doctor here. Then Dr. Bercher said that the board should meet alone in an <br />Executive Session to discuss a Physcian- Director for our clinic. The board <br />agreed to meet at the Holiday Inn on March 16, 1989. Anthony will send a <br />letter to each member and arrange for the room. Mr. Haynes asked whether <br />Gene Anderson or himself should be present at this meeting for financial <br />reasons. It was agreed that Gene Anderson should attend. <br />Dr. Strom had no success with calling Physcians' Services. <br />Alice Anderson passed a Newsletter out to all board members explain- <br />ing many projects that we as a clinic are involved with. <br />
