M I N U T E S OF M E E T I N G <br />The Paris -Lamar County Board of Health held its regular <br />meeting on Wednesday, February 15, 1995, at the Holiday <br />Inn in Paris. Board members present included Dr. Robert <br />Moseley, Dr. Bert Strom, Dr. Glenn Dunnington, Dr. David <br />Brock, and Mrs. Frances Ellis. Others in attendance <br />included Mr. Mike Malone, Mr. T.K. Haynes, Mr. Gene <br />Anderson, Mr. Alan Weatherford, Mr. Troy Owens, Ms. <br />Latricia Miller, Mr. Mike Norby, Ms. Evelyn Freeman, Mr. <br />Anthony Bethel, and Mr. Bob Ricks. <br />A quorum was established and the meeting was called to <br />order at 7:18 am.. Dr. Strom made a motion that was <br />seconded by Mrs. Ellis that the minutes from the previous <br />meeting be approved, and the motion carried. <br />Under discussion of the Rural Health Clinic, Mr. Norby <br />discussed the COPC grant that was recently approved in the <br />amount of $120,000, and discussed adding an eligibility <br />worker. Dr. Strom stated that a system needed to be <br />devised to track expenditures so that it can be shown <br />where monies received were spent when re- applying for such <br />grants. Dr. Strom stated that the goal of the Board <br />should be to get funding sources on line as soon as <br />possible. Mr. Malone added that any requests for <br />additional personnel that is not funded through a grant <br />would have to be agreed on by the City and County. <br />Mr. Norby added that the target date to request a survey <br />for certification as a Rural Health Clinic was set at <br />03- 01 -95, and that after receiving certification, the <br />Rural Health Clinic would have to apply for Medicaid and <br />Medicare numbers for billing purposes, and that it would <br />be from 45 to 60 days until we actually started receiving <br />cash back from billing. Anthony stated that he would talk <br />with Dr. Woodruff about using his Medicaid and Medicare <br />numbers at the Health Department until the Rural Health <br />numbers are received. <br />Under other discussion, Latricia Miller informed the Board <br />of problems at the jail regarding the prescribing of <br />Prozac to inmates. <br />Anthony passed out monthly reports. <br />The next meeting was scheduled for Wednesday, March 8, <br />1995 at the Holiday Inn at 7:00 am.
