PARIS-LAMAR COUNTY BOARD OF HEALTH
MINUTES OF MEETING
The Paris-Lamar County Board of Health held its regular
meeting on Wednesday, January 15, 1997 at McCuistion Reg.
Med. Center. Board members present included Dr. Charles
Tarvin, Dr. Bert Strom. Mrs. Ann Norment, and Mrs. Frances
Ellis, Others in attendance included Mr. Mike Malone, Mr.
T.K. Haynes, Judge Chuck Superville, Mr. Alan Weatherford,
Mr. Carl Steffey, Mrs. Latricia Miller, Sheriff B.J.
McCoy, the Chief Jailer, Mr. Anthony Bethel, Mr. Bob
Ricks, Dr. Jon Plummer, and Mr. Mike Norby.
The meeting was called to order at 7:15 am, and the
minutes of the previous meeting were approved.
Mrs. Norment mad a motion that was seconded by Dr. Tarvin
that the County Judge and City Manager sign the contract
with Vertex for the collection of Medicare administrative
fees. The motion carried.
Under discussion of medical care at the jail, Dr. Plummer
addressed his concerns in his letter to Sheriff McCoy.
Dr. Plummer stated that he would like to see patients
before they receive an X-ray for things like slipping in
the shower, and added that a portable X-ray is being
utilized and he can get the results from this in
approximately one hour. Dr. Plummer brought up an
incident where an inmate was taken to Dr. Hunt for an eye
injury for which Dr. Hunt prescribed eye drops, and a few
hours later Dr. Plummer was called by an ER physician
regarding the same injury.
Dr. Plummer stated that since the last board meeting the
problems with keeping him informed about things has
improved significantly.
Sheriff McCoy addressed the Board regarding problems at
the jail and informed the Board that there had been
several turn ovens in Medical Officers at the jail. The
sheriff suggested that the Board petition the
Commissioner's Court for a position of Nurse's Aid or some
similar position for the jail.
Dr. Strom suggested that a written protocol be established
regarding referral of inmates to the emergency room, and
that the jailers be educated on this protocol. Sheriff
McCoy stated that the only person authorized to send an
inmate to the emergency room is the supervisor.
Anthony passed out monthly reports, and made the Board
aware that Dr. Brock had resigned from the Board. Mr.
Haynes stated the County Judge and City Manager would
address that.
