Kent Mellyar — nothing to add at this time.
Jean Schweers - need to address the discrepancies between municipal code and what is
being done. Ordinance addresses a clear flow chart in writing and in place that needs to
be followed or changed.
Arvin Starrett — need a fine tuning of HPC ordinance, and the BSC ordinance to make
them speak to one another.
Don Wilson — gave a list of several things in the previous meeting. If BSC is
uncomfortable with a situation regarding a building being safe or unsafe, we would be
able to hire an outside engineer.
Dr. Grossnickle — spreadsheet for each property, tracking all information and timelines,
so each step of the way we know where we are.
Robert Avilia — agrees with Dr. Grossnickle, we need a spreadsheet to track progress
Keith Flowers — we need a flow chart for each building to keep up with the progress and
track the building.
Vicki Ballard — agree a spreadsheet would help track progress and accountability.
Bloys Enloe — a spreadsheet that prioritizes the building based on its current condition.
Chairman Wright — earlier detection, so we can repair and get it back on tax roles.
Weekly report on everything in the system as to the status. Would like to see a light fine
begin as soon as possible to encourage building owners.
Motion was made by Don Wilson, seconded by Jean Schweers to move forward
incorporating the goals and suggestions of the Task Force. Motion carried 9 -0.
Kent McIlyar updated the commission of the status of the ruling by the Supreme Court
and how it will affect the BSC moving forward.
Kent McIlyar also informed the commission of procedures regarding orders, issued
citations, and the appeal process.
5. Deliberate and act on dates and times for the Task Force meetings.
Task Force will meet on February 24, 2012 at 11:00 a.m. this will allow time for staff to
pull together all requested information.
6. Deliberate and act on a plan of action for dealing with substandard structures in the City
of Paris.
Motion was made by Arvin Starrett, seconded by Robert Avila to postpone and move this
item to a future agenda. Motion carried 9 -0.
7. Future agenda items.
- Item 6
- Prioritize code complaints and track all calls by issuing tracking numbers
- Focus on repair not demolition
- Research funding opportunities to help property owners
