CITY COUNCIL DRAINAGE STUDY COMMITTEE <br />AUGUST 9, 2000 <br />The City Council Drainage Study Committee met in special session, Monday, August <br />9, 2000, at 6:00 P. M. , Heritage Hall, 1009 West Kaufman Street, Paris, Paris, Texas. <br />Chairman Benny Plata called the meeting to order with Mayor Pro Tem Richard <br />Manning, and Councilman John Bell being present. Also present were City Manager <br />Michael E. Malone, City Clerk Mattie Cunningham, City Engineer Earl Smith, and <br />Public Works Director Terry Townsend. <br />Chairman Plata announced that the Committee was going to conduct field visits to <br />identify drainage improvements at this time and they departed building. <br />The first location that the Committee visited was 609 West Sherman to look at a <br />drainage ditch where the concrete had busted up and the property owner said he could <br />no longer take care of the ditch. <br />Next the Committee viewed a yard where water was washing the backyard away in the <br />2000 block of West Sherman. Another location in this area was 2191 W. Austin ,where <br />the property owner has water standing in his backyard when it rains which appeared <br />to be coming from the property above his property. While the Committee was in this <br />area, they visited the 2300 Block W. Sherman Street Storm Water Drainage <br />Improvement Project. <br />The Committee continued on to 90 32nd S. W. and Kaufman to look at another drainage <br />area where the property owner said her yard was being washed away. <br />The Committee moved on to 1725 Graham Street where a citizen had complained about <br />his driveway being washed out. The Plum Street Mitigation holding ponds were visited <br />in order for the Committee to see what they looked like. <br />The next stop was a drainage ditch below 1622 West Houston where it floods when it <br />rains. <br />The next location was on 10'N. W. and the Committee viewed the drainage ditch that <br />Public Works had cleaned out and Terry Townsend said the property owner was <br />satisfied. <br />The Committee checked the area of 17 " Street N. E. where property owners had <br />previously requested curb and gutter be installed using the street assessment process <br />where the city pays one -third of the cost and the property owners on each side of the <br />
