5 October 1972 <br />MEMORANDUM <br />TO MR. GREENE <br />ACTING CITY MANAGER <br />FROM ALFORD M. STEWART <br />AIRPORT MANAGER <br />Mr. Walker wrote Mr. Broussard three letters concerning the deficiencies often <br />observed. <br />The only improvement that I have observed is that aircraft is now grounded dur- <br />ing fueling operations. The hangar has been cleaned up twice since 8 August <br />1972 (15 August and 28 August). <br />The following are items that need attention: <br />1. Open containers containing jet fuel and engine oil have been <br />noted during all inspection of the hangar <br />2. Uniformed employees are required by Section 1 -C4 of Ordinance <br />No. 1854. Apparently any clothing of a blue color is consid- <br />ered to be a uniform. The uniform consists of blue coveralls <br />at times but usually is only a blue shirt hung over the <br />shoulders, unbuttoned and dirty and oily <br />3. On the 17 August the light was burned out in the restroom and <br />was not changed until late that day or early the next. There <br />is no window in the restroom <br />4. The restroom is generally observed to be very dirty <br />5. Although Mr. ,Broussard has only one employee on duty at a time <br />there are anywhere from two to four boys and a girl hanging <br />around. The boys all from time to time refuel aircraft. I <br />don't know what the results would be if one of them were in- <br />volved in an accident <br />6. The unicom is still not answered very often <br />7. Chocks are not being placed to keep aircraft from rolling <br />Letter to"Mr. Walker points out several items of carelessness such as: <br />19 July 1972, noting that a piper eas filled with jet fuel instead <br />of gasoline and aircraft that rolled because chocks were not used <br />
