Item No. 13 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development <br />SUBJECT: TXCDBG APPLICATION <br />DATE: 2 -3 -2015 <br />BACKGROUND: The Texas Department of Agriculture offers Community Development Block <br />Grants (CDBG) every two years for the replacement of infrastructure. The City of Paris was not <br />awarded a grant during the last grant cycle. The maximum amount that can be requested is <br />$275,000 and requires a 20% cash match ($55,000). The announcement of the grant recipients <br />will be August 2015. The grants are awarded in two cycles, the first is November 2015 and the <br />second is November 2016. <br />STATUS OF ISSUE: If awarded the grant, the City proposes to replace water and sewer lines in <br />Dickson St. between NW 9th and 11th Streets and a small part of NW 11th St. Dickson Street <br />pavement will be reworked and have an asphalt overlay. 1,740 -feet of a 21 -inch sewer line in <br />Orange St. will also be replaced. <br />BUDGET: If the City is awarded the grant the $55,000 match will be budgeted in the 2015 -2016 <br />budget or following year depending on the grant cycle. <br />RECOMMENDATION: Approve the submission of an application to the Texas Community <br />Development Block Grant for infrastructure replacement. <br />
