MEMORANDUM <br />TO : PLANNING AND ZONING COMMISSION <br />FROM : DIRECTOR OF COMMUNITY DEVELOPMENT <br />SUBJECT: AGENDA ITEMS FOR DECEMBER 2, 1974 <br />ITEM NO. 1: This request for Office zoning is located immediately south of <br />the Brookshire's Store on the southeast corner of Austin Street and 10th S.E. <br />The property is presently occupied by five residential structures. The appli- <br />cants have an option to purchase this property subject to zoning. They <br />anticipate construction of an office building on the site. Both applicants <br />are physicians and currently have offices on Lamar Avenue. The site is <br />within 2 blocks of St. Joseph's Hospital. It appears that the property in- <br />volved would have little chance for redevelopment as residential as much of <br />it faces into the rear of Brookshire's building. Staff recommends approval <br />subject to preparation and recording of a plat of the property with provisions <br />for adequate drainage to be approved by the City Engineer. <br />ITEM NO. 2: We have been discussing zoning and land use in the Jefferson Road, <br />Eighth S.E. area for the past two months and a public hearing has been called <br />as a result of those discussions. There was a descrepancy in the minutes of <br />the last meeting setting the limits of Tract No. 2 which should be corrected. <br />The tract of land bordered by 6th S.E., Evergreen Street and Old Jefferson <br />Road was included in the description of Tract No. 2 and was reflected as such <br />in City Council minutes. As I recalled the discussion, the Planning Commission <br />did not want to change the zoning on this tract and it is not included in the <br />notices of the public hearing. In order to correct the situation it is <br />recommended that the minutes of November 4, 1974 be amended to delete that <br />portion of land from the description of Tract No. 2. <br />I have had a few calls from area property owners concerning the proposed <br />zoning; however, I believe that in the course of the public hearing, these <br />concerns can be satisfied. <br />ITEM NO. 3: The City Council is going ahead with the annexation procedures on <br />the Campbell Soup Property. It is uncertain at this time whether annexation <br />proceedings will be completed by December 31, 1974. Also still uncertain is <br />the proper zoning to be recommended for the property should annexation occur. <br />We have had no contact with Campbell Soup concerning their wants or needs, <br />and unless new information is furnished at the meeting, staff recommends that <br />the public hearing be closed and no action taken. When annexation does occur, <br />a temporary Agricultural zoning will automatically be applied to the property. <br />PA, CoLL--o-- <br />0 <br />
