MINUTES OF PLANNING AND ZONING COMMISSION September 3, 1974 The Planning and Zoning Commission met at 7:00 P.M. on Tuesday, September 3, 1974 in the Council Room, City Nall, Paris, Texas with the following members present: 1. Clark Estes, Jr., Vice- Chairman 2. Spencer Abbett 3. Herschel McKinney 4, R. B. Staples, Jr. The meeting was called to order at 7 :30 P.M. by Mr. Estes who stated that, due to lack of a quorum, the Commission could not conduct business at this time. The meeting was continued until 7 :00 P.M., Wednesday, September 4, 1974. September 4, 1974 The Planning and Zoning Commission met at 7 :00 P.M. on Wednesday, September 4, 1974 in the Council Room, City'Hall, Paris, Texas with the following members. present: 1. Roy H. Anderson, Chairman 2. Clark Estes, Vice- Chairman 3. Homer Thornton 4. Spencer Abbett 5. Herschel McKinney 6. R. B. Staples Jr. Chairman Anderson called the meeting to order and took as the first item of business the petition of Margie Hargrove, Druella Lee Jones, Jessie Wagner,. Oliver Barrett and Lige Ellis, to change from a Heavy industrial Distrfct (HI) to a Two- Family Dwelling District (2F), Lots 6, 7, 8, 9, 13, and 14, City Block 171. Mr. Thornton asked .permission to be excused from participation in this hearing because of a conflict of interest. Mr. Estes moved, seconded by Mr. McKi -nney, that he be excused..` All voted aye. Mrs. Jessie Wacgnet° stated that they had taken out a permit and demolished their home on Lot a, Block 171, not realizing that it could not be replaced under the provisions of the Heavy Industrial District.. This has been their home since 1920 and they want to continue living theme: Another house has been moved onto the lot but permission to connect it.to utilities and use it as a residence cannot be granted in that zoning district.
