MINUTES OF THE BUDGET COMMITTEE MEETING <br />AUGUST 7, 1999 <br />The Budget Committee met in special session, Saturday, August 7, <br />1999, 2:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Michael J. Pfiester, Chairman called the meeting to order with the <br />following members present: Councilman Gene McWaters, Jr., <br />Councilman Kevin Gray, Donald G. Wilson, and Vincent Battles. Also <br />present was City Manager Michael E. Malone, Director of Finance Gene <br />Anderson, Projector Coordinator Tommy E. Haynes, and City Clerk <br />Mattie Cunningham. <br />Chairman Pfiester announced that the special meeting was called for <br />the purpose of discussion of financial resources available and goals for <br />the provision of services for the citizens of the City of Paris with regard <br />to the 1999 -2000 City of Paris Budget. <br />City Manager Malone informed the Committee that they had been <br />furnished the current 1998 -1999 Budget with marked places, and he <br />would be asking the Director of Finance, Gene Anderson, to discuss <br />the financial resources with the Committee. City Manager Malone said <br />he would be presenting the proposed budget somewhere around <br />August 15,1999 and the Committee would be furnished a copy of that <br />to look at re- occurring revenue to cover the cost from year to year. <br />City Manager Malone asked Gene Anderson, Director of Finance to give <br />a review of the revenues that he has projected, and to discuss the <br />various funds that make up the budget with particular respect to the <br />Water and Sewer Fund and the General Fund, which are the two main <br />funds that we are concerned with. <br />Mr. Anderson called the Committee's attention to the Consolidated <br />Statement of Resources and Expenditures for the budgeted funds. Mr. <br />Anderson said there was no such thing as one big fund that has all city <br />operations in it. You have different funds for different types of <br />activities. The best example of a special fund that he could think of that <br />everyone would be familiar with is the Water and Sewer Fund. Mr. <br />Anderson commented that in the Water and Sewer Fund here, as in <br />most cities, is an enterprise fund and all that means is the fund pays for <br />itself. It generates whatever revenue it takes to operate that fund, but <br />
