Property Record Accessability <br />The electronic availability of property records has been requested for over four years. We are <br />severely hampered due to a lack of immediate access and accurate property records. This is <br />costing us a loss of productivity, causes notices to be mailed to the wrong owners, and delays <br />violation action and aggravates those who receive them. This is adds a great deal of cost when <br />one looks at an entire year. This has reached the point of total aggravation and a solution is <br />needed for both city operations and, more importantly, for the city. <br />We should also consider the loss of productivity that other departments have. I highly <br />recommend that this be made a priority and lets solve the problem for everyone. <br />Dilapidated Structures <br />Mowing <br />Tree Removal <br />Removal of dilapidated structures <br />125,000.00 <br />145,000.00 <br />13,500.00 <br />On this date, we have a list of over one hundred seventy structures that need attention. By the <br />time this document is converted to a working budget, some of these should have received <br />council action and be a working list. Cost is directly proportionate to how many we condemn. <br />Based on current numbers and methods of demolition we would have to demolish approximately <br />2 /3rds of these. Th estimate for this amount of work would be over 280,500.00 and <br />unfortunately is beyond our means to manage. The amount shown will demolish approximately <br />50 houses which is a realistic goal. This does show that we are falling behind however, and that <br />every effort should be made to expedite the removal of such structures. <br />In conjunction with this request I suggest that it is time to purchase the tub grinder and streamline <br />this operation in other areas.. A separate report has been forwarded which outlines this purchase <br />and a program of operation. It should be considered. <br />I also support a better management method for the condemnation process. Full condemnation is <br />allowed for under the Building Code and should be utilized when it if obvious that the structure <br />is dilapidated or for when the structure is in some need of repair and it can obviously be repaired. <br />The council process should only be used for appeals, decision making on those which involve <br />major city funds, and for other questions of merit. This would speed the process considerably <br />and allow us to remove the structures as and on -going process. <br />Mowing and Maintenance of Vacant Lots <br />This work is proportionate to the number of lots we mow. Currently the mowing list is <br />approximately 600. There seems to be a lot of interest in getting this type of property back in <br />production. When this is done, the mowing cost will reduce accordingly. <br />
