Budget Committee Meeting <br />August 24, 1999 <br />Page 3 <br />account, which was in the area of $10,000.00. <br />City Manager Malone advised that under the Promotional - Advertising <br />account is where the City expends the funds back to the Visitors and <br />Convention Council of the Chamber of Commerce, which represents <br />the Hotel -Motel Tax, which is 95% of the tax, and the City is allowed to <br />retains 5% for collecting and processing it. <br />Mr. Wilson wanted to know if the $7,000.00 under Buildings and <br />Grounds was for remodeling the council chambers, or is it an <br />allocation. Mr. Anderson advised it is just an allocation from janitorial <br />to maintenance. City Manager Malone told the Committee that there <br />are various areas of city hall where the city has been utilizing the <br />prisoners from Bonham State Prison, and the city has been buying <br />supplies. <br />Under Contributions, City Manager Malone said it included $10,000.00 <br />for the Children Advocacy Center, $5,000.00 for the Northeast Texas <br />Council on Alcohol and Drug Abuse and it includes a contribution of <br />$85,059.00 towards the short -fall resulting from the operation of the <br />Health Department, which is not a department of the City of Paris. City <br />Manager Malone advised that Lamar County picks up an equal amount <br />of the Health Department's short -fall. <br />Councilman McWaters said last year when the Children Advocacy <br />Center came requesting the $10,000.00 that was just to help them get <br />started, that he did not realize that it was going part of their annual <br />budget. <br />City Manager Malone said he recognized that when they came that they <br />would come every year. <br />Chairman Pfiester wanted to know if it is legal for the City to do this. <br />City Manager Malone said the Acting City Attorney is researching this <br />to see if it is legal, and we will let him advise the Council. <br />Mr. Wilson said he would not like to see the City take on another <br />
