Budget Committee Minutes
August 25, 1999
Page 5
over $50,000.00 worth of programming revenue, so this line item is a
wash. Mr. Townsend said under Buildings and Grounds that most of
that is landscape contract, which is a five year contract. Streets and
alleys basically stayed the same. Mr. Townsend said the Machinery and
Tools and Equipment account has increased so much because he
moved over supplies to that line item account. Motor Vehicles has
increased because he is running a lot of used trucks along with the
additional requirements of the new facilities of the Parks and
Recreation Department. Mr. Townsend said what he attempted to do
with Lake Crook is plant a lot of grass, build a large pavilion for group
and family use. The $50,000.00 is one of the projects, Dragon, Heritage,
and Record Parks that was allotted the $50,000.00 is contingent upon
the community raising an additional $50,000.00 and we would submit
that to the Texas Parks and Wildlife Commission for a grant. Heritage
Park has been explained, but Dragon Park, at this point the Soccer
Association has raised close to $43,000.00. They have not officially
given that to the City but they do have it. Mr. Townsend said the City
can submit an application for a grant only twice in one year. Mr.
Townsend advised that at this time Record Park has not raised any
money. The next section of Mr. Townsend's budget is Main Street. He
said they submit monthly reports to the Main Street Office in Austin
which calculates our investment figures for downtown as they like to
keep track of that, and there are some office supplies associated with
that. Photo supplies is used for photos that are sent to Main Street that
gives us feedback on things that we should and should not do with
whatever building he is working on. Mr. Townsend advised that part of
being a Main Street City is that he is required to attend two training
sessions a year, to be a member of the National Preservation
Association, and the Texas Downtown Association in order to keep our
status.
Councilman Gray said both parks in his district does not have water
fountains that work. Mr. Townsend informed Councilman Gray that the
water fountain on Shiloh has not worked in some time because the
water line has completely deteriorated and needs replacing, but the
water fountain at Record Park is there and does work. Mr. Townsend
said since he has been with the City, the bubblier has been replaced
