MINUTES OF THE BUDGET COMMITTEE MEETING <br />SEPTEMBER 1, 1999 <br />The Budget Committee met in special session, Wednesday, September, <br />1999 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Michael J. Pfiester, Chairman, called the meeting to order with the <br />following members present: Councilman Gene McWaters, Jr., <br />Councilman Kevin Gray, Donald G. Wilson, and James Baker. Also <br />present was City Manager Michael E. Malone, Director of Finance Gene <br />Anderson, and City Clerk Mattie Cunningham. <br />Chairman Pfiester called for discussion of the City Manager's proposed <br />1999 -2000 budget for the City of Paris. He announced that the Police <br />Department's budget would be discussed tonight. <br />Karl Louis, Chief of Police, came forward stating that he would like to <br />start off by introducing the Division Lieutenants of the Paris Police <br />Department, Bob Hundley who is in charge of the Service Division <br />which includes dispatch, the emergency operation center, records, <br />and a member of the tactical unit. He is in charge of 26 personnel at <br />the department. Randy Tuddle who is in charge of the Criminal <br />Investigation Division including the narcotics division officers, and auto <br />theft, and William Hodge is in charge of the patrol division. <br />Mr. Louis said the current budget that they have is 4.4 million dollars <br />and the requested budget for the up- coming year is 4.76 million, but as <br />you will see the amount of cost for service last year, they responded to <br />33,000 calls for service. They made 2,427 arrest, so that is a lot of <br />human lives that they are dealing with. They responded to an area of <br />square miles of 50 plus, and there is a total of 86 personnel at the <br />police department of which 60 of those are sworn officers. Mr. Louis <br />said they will be adding three officers shortly as soon as they know if <br />the grants have been received. Mr. Louis went over each division and <br />told the number of employees in each division. <br />Mr. Louis explained that concerning equipment he would like to explain <br />what he started several years ago so the Committee would have an <br />understanding as to why they have as many vehicles as they have at <br />the police department.
