MINUTES OF THE BUDGET COMMITTEE MEETING <br />SEPTEMBER 10, 1999 <br />The Budget Committee met in special session, Friday, September 10, <br />1999,5:30 P. M., City Council Chambers, City Hall, Paris, Texas. Michael <br />J. Pfiester, Chairman, called the meeting to order with the following <br />members present: Councilman Gene McWaters, Jr., Councilman Kevin <br />Gray, Donald G. Wilson, James Baker, and Vincent Battles. Committee <br />member Corby Severance was absent. Also present was City Manager <br />Michael E. Malone, Director of Finance Gene Anderson, and City Clerk <br />Mattie Cunningham. <br />Chairman Pfiester called for discussion of City Manager's proposed <br />1999 -2000 budget for the City of Paris. <br />Chairman Pfiester stated that the Committee was satisfied with the City <br />Manager's budget except for the areas of concern previously mentioned <br />and it was agreed that there was a general consensus on that. <br />City Manager Malone gave the Committee a copy of the amendments <br />that he has proposed at the public hearing that was held before the City <br />Council. City Manager Malone said there has been discussion at the <br />committee meetings regarding privatization of the trash pickup portion <br />of the sanitation services. Mr. Huddleston, Director of Public Works, <br />is working to pull together those figures that we want to analyze and the <br />method of breaking out the various costs of the different services the <br />City performs. City Manager Malone said that the feed -back he has <br />received indicated that we provide a good trash pickup service and there <br />is a question as to why we would want to change it. Others point out the <br />benefits of privatization. The City Manager said there are benefits to the <br />proposed automated system, if the city is going to continue the trash <br />pickup, but that there are also some negatives associated with that. City <br />Manager Malone pointed out that if the city pursues the automated <br />system, we need to go into it with the consensus of the Council <br />Members and the public that we are committed to making it work. City <br />Manager Malone said we need to examine all the options of privatization <br />and see how the automated systems are working or not working in <br />other places. City Manager Malone said that the City is still having the <br />problem of the amount of brush being put curbside and that is a <br />separate issue from the trash pickup system. The City Manager <br />proposed to reduce the expenditure in the Sanitation Division of <br />
