PLANNING AND ZONING COMMISSION MEETING <br />November 2, 1998 <br />The Planning and Zoning Commission met Monday, November 2, 1998 at 5:30 in the <br />City Hall - Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter 5. Cesar Horta <br />2. Curtis Fendley 6. Bobby L. Myers <br />3. Louis Yates, Jr. 7. Michael Dangerfield <br />4. Marshall Kent 8. Joe McCarthy <br />Earl Smith the City Engineer and Scott Foster, the City Attorney, were also present. <br />The meeting was called to order by Reeves Hayter. <br />The minutes from the October 5, 1998, regular planning and zoning meeting were <br />approved with a motion by Curtis Fendley and seconded by Joe McCarthy. <br />Motion carried by a vote of 8 ayes and 0 nays. <br />2. Public Hearing to consider the petition of Virginia Jessee for a change in <br />zoning from a One - Family Dwelling District No. 2 (SF -2) to a Neighborhood <br />Service District (NS), Lot 2, City Block 254, being number 2030 Clarksville <br />Street. <br />The public hearing was declared open. <br />Ms. Virginia Jesse, property owner spoke in favor of the petition stating that <br />changing zoning to Commercial will better allow property to sell. Ms. Jessee <br />wants Neighborhood Service zoning, she thinks it may increase value. There is no <br />planned use for property yet. <br />Mr. Clem thinks this rezoning represents the highest and best use. Prospective <br />buyers will not buy these houses for residential use. <br />Mr. J.D. McLaughlin opposes rezoning, he fears that a zoning change will destroy <br />the neighborhood as it exists, ie., nice residential like an "oasis" along Clarksville <br />Street. <br />No further opposition, the public hearing was declared closed. <br />3. Consideration of and action on the petition of Virginia Jessee for a change in <br />zoning from a One - Family Dwelling District No. 2 (SF -2) to a Neighborhood <br />Service District (NS), Lot 2, City Block 254, being number 2030 Clarksville <br />Street. <br />
