MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />January 3, 1992 <br />The City Council of the City of Paris met in special session, Friday, <br />January 3, 1992, 4:00 P. M., City Council Chamber, City Hall, Paris, <br />Texas. Mayor Fisher called the meeting to order with the following <br />Council Members present: Don Shelton, Jim Bell, E. W. (Bill) Booth, <br />and Billy Joe Burnett. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />City Manager Malone announced the purpose of this special meeting was <br />consideration *and action on a resolution requesting that the Texas <br />Transportation Commission and the Texas Department of Transportation <br />reconsider their decision to align their district offices as ordered by <br />the Commission, and that a new decision be made in accordance with <br />State law, with due consideration being given to rural Texas. <br />Resolution No. 92 -001, resolving that said Council finds that the <br />decision to realign the Texas Department of Transportation district <br />offices as ordered by the Texas Transportation Commission on November <br />6, 1991, ignored the intent of the Legislature; that there was no <br />opportunity for public input prior to the decision, in violation of the <br />Open Meetings Act; and that the criteria was neither objectively <br />developed nor objectively applied with regard to rural areas; <br />therefore, the City Council of the City of Paris, Paris, Texas, does <br />hereby request that the Texas Transportation Commission, and the Texas <br />Department of Transportation reconsider their decision to align their <br />district offices as ordered by the Commission, and that a new decision <br />be made in accordance with State law, with due consideration being <br />given to rural Texas, and that if the Texas Transportation Commission <br />does not reconsider their decision, giving due consideration to rural <br />Texas, that Governor Ann Richards be requested to add the <br />transportation issue to the agenda of the Third Called Session of the <br />72nd Legislature for full reconsideration, was presented by City <br />Attorney Haynes.. A motion was made by Councilman Burnett, seconded by <br />Councilman Shelton for approval of the resolution. The motion carried <br />5 ayes, 0 nays. <br />
