Security'Devices., Inc. <br />(4) Mobile 2 -Way Radios <br />(3) Portable 2 -Way Radios <br />No Bid <br />$1,785.00 <br />Councilman Burnett asked if these radios were in the budget? <br />City Manager Malone advised that they were included in the budget in <br />the total cost of the police cars, and that when we have found it <br />necessary to replace items of equipment such as cages or light bars, it <br />comes from the overage in the budget. <br />Councilman Booth pointed out that after the purchase of new vehicles <br />for the police department, there is a balance of $11,750.00 in the <br />budget. <br />Karl Louis, Police Chief, came forward telling the Council that <br />basically what they do, is equipment needed for vehicles is replaced <br />with surplus in the budget under motor vehicles, but this year is <br />different due to the fact that we are retaining three additional <br />units. Chief Louis told the Council that they had been trading out <br />these cars to benefit the department, for instance in the past when we <br />purchased used cars from DPS, and at the same time our cars were <br />selling for $1,000.00 to $1,200.00, where we were purchasing vehicles <br />from DPS or ABC, for $2,500.00 to $4,000.00, and after talking to the <br />City Manager, and what we are trying to do for cost effect for the City <br />is keep City vehicles which are in as good of shape as the one we <br />purchased from DPS. Chief Louis said that with anticipation of the <br />increased manpower, we keep three police vehicles, and in order to keep <br />these vehicles, additional equipment was need to put them in use. <br />Chief Louis pointed out that on Saturday night he was able to put 14 <br />officers in the field, so the additional vehicles are helping, and he <br />feels that it will continue to help. <br />Chief Louis stated that the Police Department will be selling six units <br />this year along with transferring one unit to Public Works, with no <br />transfer of funds. <br />Councilman Booth and Councilman Burnett did not agree with the transfer <br />of a vehicle to Public Works without payment. <br />After discussion, City Manager Malone said he would talk with the <br />Director of Finance, W.E. Anderson, who approves all purchases and <br />bookkeeping system of the City, and if he feels the method of transfer <br />of the vehicle is appropriate the way we are doing it, then that is the <br />way we would recommend doing it, if Mr. Anderson feels that one <br />department needs to charge another, then we would recommend that <br />method. City Manager Malone told the Council that he would bring back <br />a recommendation to the Council. <br />
