{ <br />City Attorney Haynes explained that the Housing Authority in <br />development of the Sherman Street Site has a requirement to perversE <br />the Park to the main that they must discharge into at the Housinc <br />Authority cost. Under their rules, in order to.do work on someone elsE_ <br />property, even the City of Paris's, they would have to receive an <br />easement, and when they finish the work, they would have to dedicate it <br />back to the City, which is time consuming, we offered and they <br />accepted, for the City to do the project in house, and they would pay <br />the total cost of the project. City Attorney Haynes said their <br />Engineer is going to do what ever engineering needs to be done with it, <br />and the City Engineer will direct the project. City Attorney Haynes <br />said the Housing Authority has requested a letter from the City Manager <br />covering this matter. <br />City Attorney Haynes also advised that another matter with the Housing <br />Authority on the Jackson Street site, they have three lots that are <br />located in the flood plain, and according to their rules, they can not <br />develop a project that has any part of this property within a flood <br />plain, so we have agreed, and this will be included in the same letter <br />that the Manager will sign, that the City of Paris will accept by deed <br />those three lots after their Final Plat has been approved. In the <br />final plat there will be dedicated drainage easement that goes across <br />part of one of these lots, then if there is any privately owned land <br />between that property and the creek, the Housing Authority will have <br />the obligation to procure a drainage easement for the water to go from <br />the end of the City's easement on. After that dedication has occurred, <br />the Housing Authority can deed to the City of Paris the three lot <br />conditioned upon the Housing Authority maintaining the three lots wit <br />or without the facilities of playgrounds. City Attorney stated that i__ <br />will not be a burden to the City of Paris. <br />Resolution No. 92 -003, resolving that the City does hereby support the <br />Housing Authority of the City of Paris, Texas, in its grant application <br />under the Youth Sports Program funded by the Department of Housing and <br />Urban Development, and that the City Clerk of the City of Paris, Mattie <br />Cunningham, deliver a certified copy of this Resolution to the Housing <br />Authority of the City of Paris, Texas, to be included in its <br />application for grant funds, was presented by City Attorney Haynes. A <br />motion was made by Councilman Burnett,. seconded by Councilman Shelton <br />for approval of the resolution. The motion carried 5 ayes, 0 nays. <br />
