2' <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />March 24, 1988 <br />The City Council of the City of Paris met in special session, Thursday, <br />March 24, 1988, 4:00 P. M., Council Room, City Hall, Paris, Texas. <br />Mayor Billy Joe Burnett called the meeting to order with the following <br />Councilmen present: Travis Wortham, Marshall H. Kent, Jr., and Curtis <br />Fendley. Also present was City Manager, Michael E. Malone, City <br />Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Mayor Burnett announced that the special meeting was called for the <br />purpose of considering action on resolutions. <br />Councilman Bone entered the Council chambers and assumed his seat at <br />the Council table. <br />Resolution No. 88 -028 authorizing and directing the Mayor, Billy Joe <br />Burnett to execute on behalf of the City of Paris a contract for the <br />construction of a Waste Water Lift Station, Force Main and Gravity <br />Sewer with Barney Bray, III and Paris, Texas Industrial Foundation, <br />Inc., and a Sewer Service Contract with Chisum Independent School <br />District was presented. <br />Earl Smith, Director of Engineering for the City of Paris, appeared, <br />before the Council presenting a drawing of the proposed waste water <br />lift station, force main and gravity sewer, explaining this would <br />entail construction of a lift station at the intersection of Bakers <br />Creek and Loop 286, installing an eight inch force main and gravity <br />flow to the Woodard Lift Station. Mr. Smith estimated the project cost <br />to be approximately $250,000. with Barney Bray agreeing to construct <br />the project at his cost without profit. <br />City Attorney Haynes explained that the City of Paris, Barney Bray, and <br />the Paris Industrial Foundation are entering into a contract with the <br />Foundation agreeing to be the owner and manager of the project, the <br />city will be furnishing inspection and to approve plans and <br />specification. The Paris Industrial Foundation has hired Hayter <br />Engineering to do the engineering which will be submitted to the City <br />Engineer for approval. Upon completion of the construction .of the lift <br />station, gravity sewer, and force main, the title will transfer from <br />the Industrial Foundation to the City of Paris. Chisum Independent <br />School District has agreed to contract for sewer service and the terms <br />of the contract is they will pay a connection fee of $65,000.00 up <br />front, the City will pay the $65,000. collected from Chisum, plus on <br />completion of the project or October 1, 1988 whichever occurs later, <br />their share which is limited to $50,000. or 25% of the construction <br />cost, the remainder will be paid by the Industrial Foundation. Barney <br />Bray has agreed to perform the work at his cost plus furnishing the <br />property upon which the lift station and the gravity sewer from Chisum <br />Independent School District's manhole to the lift.station are to be <br />constructed in the form of an easement to the City of Paris. <br />After further discussion, a motion was made by Councilman Wortham, <br />seconded by Councilman Kent for approval of the Resolution. The motion <br />carried 5 ayes, 0 nays. <br />
