<br />ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF
<br />MARCH 1, 1988
<br />was presented. A motion was made by Councilman Kent, seconded by
<br />Councilman Wortham for adoption of the Ordinance. The motion carried 5
<br />ayes, 0 nays.
<br />Mayor Burnett announced that the next item on the agenda was
<br />consideration and action on approving final plat - East Park Center
<br />Phase 2 & 3.
<br />Joe McCollum, Director of Community Development, appeared before the
<br />Council reporting that the Planning and Zoning Commission had met in a
<br />called meeting at 5:15 P. M. this afternoon to consider these two final
<br />plats which they recommended approval of both final plats subject to
<br />the requirement of the City Engineer.
<br />Mike Tibbets, City Engineer, presented the requirements of the City
<br />Engineer to the Council stating they were requiring that the contractor
<br />put up a construction bond for the required drainage improvement, at
<br />this time it would not be feasible to put in the drainage until the
<br />property to the north develops.
<br />George Shoemate, Contractor, appeared before the Council and told they
<br />that they had received three bids for the drainage ditch improvement
<br />the low bid being $15,950.00 and the high bid was $21,500.00, and
<br />stated they would like to put the $15,920.00 up for bond.
<br />After discussion, a motion was made by Councilman Clifford, seconded by
<br />Councilman Bone for approval of the final plats subject to the
<br />requirements of the City Engineer. The motion carried 5 ayes, 0 nays.
<br />Mayor Burnett called for the tabulations of bids for one Flail Mower
<br />for the City of Paris's Parks Department, and the following bids were
<br />presented:
<br />Case Power & Equipment $1,920.00
<br />Paris Implement Company $1,650.00
<br />LaRue Ford Tractor $1,700.00
<br />City Manager Malone advised that the recommendation of Dick Boots,
<br />Director of Facilities, was to accept the bid of Case Power & Equipment
<br />in the amount of $1,920.00 for the following reasons:
<br />(1) Thicker Gauge deck Material
<br />(2) The 3 -Point hookup attaches to the frame instead of the deck
<br />(3) Higher RPM's which will allow a finer cut
<br />(4) Past maintenance problems
<br />After discussing these reasons with Mr. Boots, a motion was made by
<br />Councilman Clifford, seconded by Councilman Kent to accept the bid of
<br />Case Power and Equipment in the amount of $1,920.00 for one Flail
<br />Mower. The motion carried 5 ayes, 0 nays.
<br />Resolution No. 88 -009 granting Roger Sadler, DBA Saber Aviation
<br />permission to assign his lease with the City of Paris to J. B. Richey,
<br />_ Inc., and authorizing and directing the Mayor, Billy Joe Burnett, on
<br />behalf of the City of Paris to execute said assignment was presented.
<br />Councilman Clifford advised that there were typographical errors on
<br />page 10 of the lease regarding the purchase of the jet fuel truck, the
<br />dates should have read according to what Mr. Richey paid, as the
<br />anniversary date was March 12th, until March 11, 1988 the repurchase
<br />price would be $8,220.00, and after that date until March 12, 1989 -
<br />$6,220.00; after that date and on March 12, 1990 - $4,311.00, anytime
<br />after March 12, 1991 would be $2,400.00.
<br />Councilman Clifford made a motion to approve the Resolution with the
<br />above corrections. The motion was seconded by Councilman Kent and
<br />carried 5 ayes, 0 nays.
