M]TTXITES OF THE REGULAR MUTING OF THE CITY COUNCIL <br />January 8, 1987 <br />The City Council of the City of Paris met in regular session, <br />Thursday, January 8, 1987, 5:15 P. M. Council Chambers, City Hall. <br />Mayor Billy Joe Burnett called the meeting to order with the <br />following Councilmen present: Travis Wortham,. Boll Bone, Mike <br />Folmar, and W. C Francis. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. <br />Mayor Burnett announced that the first order of business would be <br />consideration of a request from the Truman-Arnold Company for a <br />variance to the Sign Ordinance of the City.of_ Paris. <br />Joe McCollum, Director of Con unity Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Com.mssion's meeting held on January 5, 1987, and attached hereto as <br />part of these minutes as exhibit A. <br />Mike Craven, Realestate Manager for the Truman Arnold Company in <br />Texarkana, Texas, appeared before the Council and presented a site <br />plan of their proposed Road Runner convenience sure, and gave back <br />ground information on the project in Paris on Highway 82 East, and <br />stated that the limitation of the sign size requirements of the City <br />is critical to them. Mr. Craven. requested a sign size that would <br />allow them to display the price of gas which could be seen from east <br />to west on highway 82 East and from Loop 286. <br />After discussion, a motion was made by Councilman Folmar, seconded by <br />Councilman Wortham instructing the City Attorney and Director of <br />Conmmity Development to prepare an Ordinance to be presented at the <br />next regular council meeting amending the Sign Ordinance permitting <br />pole signs to exceed 30 feet in height and size not to exceed 300 <br />square feet. The motion carried 5 ayes, 0 nays. <br />Dave Tompkins, City Engineer presented the final plat of the Echols <br />Addition. <br />After discussion was had, a motion was made by Councilman Francis, <br />seconded by Councilman Wortham approving the final plat subject to <br />the requirement of the City Engineer. The motion carried 5 ayes, 0 <br />nays. <br />Dave Tompkins, City Engineer, presented a request for variances to <br />the subdivision regulations on Southwest Industrial Park. <br />After discussion, a motion was made by Councilman Bone, seconded by <br />Councilman Francis allowing the variances subject to the requirements <br />of the City Engineer plus a deed restriction that any cost relating <br />to the variances would be the responsibility of the property owner. <br />The motion carried 5 ayes, 0 nays. <br />
