Ballard Huddleston, Public Works Director, appeared before the Council recommending the low bid of Case Power and Equipment, and stated that the bid was within the budgeted amount of $14,000.00. A motion was made by Councilman Hoog, seconded by Councilman Wortham to accept the low bid of Case Power and Equipment in the amount of $13,889.00 for one Four Wheel Tractor and Landscaper. The motion carried 6 ayes, 0 nays. Mayor Burnett announced that the next item on the agenda was consideration and action on a request for authorization to proceed i..� with utility relocation necessary for the construction of the Collegiate Drive Improvement Project by force account. Councilman Folmar entered the council chamber and assumed his seat at the council table. David Tompkins, City Engineer, appeared before the Council stating that is was necessary to this project to relocate 1700 feet of sewer mains, 10 manholes and approximately 80 - 100 feet of water mains at an estimated cost of $40,000. to $50,000.00. Mr. Tompkins told the Council that Preliminary Plans were complete and before the final plans are complete, Engineering would like to have authorization from the Council to proceed. After discussion, a motion was made by Councilman Folmar to table action on this matter, and called for a Special Council Meeting Monday, March 16, 1987, 5:15 P. M. to consider this matter. The motion was seconded by Councilman Hoog, and carried 7 ayes, 0 nays. Resolution No. 87 -026 authorizing and directing the City Manager, Michael E. Malone, to execute a prop rata contract with Lloyd Cunningham upon the completion of the project providing for refund of pro rata charges collected under subparagraph (1) of paragraph B of Section IX of Ordinance 1315 of the City of Paris was presented.
