Councilman Wilson requested to be excused from the hearing because of <br />conflict of interest. A motion was made by Councilman Bell, seconded by <br />�— Councilman Hoog excusing Councilman Wilson from the hearing. The motion <br />carried 5 ayes, 0 nays. <br />' Councilman Wilson removed himself from the Council table and left the <br />Council room. <br />Mayor Called for proponents to appear and Allen Boyd appeared in behalf <br />of the owners. <br />Mayor Graham called for opponents to appear and Rev. Johnson, Pastor of <br />the Ramsur Baptist Church who owns Adjoining property appeared before <br />the Council stating that he was concerned about the drainage problem <br />that would be created by the site plan. Skip Harper of Harrison and <br />Walker, and Harper appeared before the Council explaining the site plan <br />and drainage in the area stating that the drainage would be worked out <br />with the City Engineer and should be an improvement over the present <br />drainage situation. Mr. Harper stated that 75% of the water from the <br />building would be taken care by the drainage plan. <br />Mayor Graham declared the public hearing closed. <br />A motion was made by Councilman McWaters, seconded by Councilman Hoog <br />for approval of the site plan. The motion carried 4 ayes, 0 nays. <br />Councilman Wilson entered the Council room and assumed his chair at the <br />Council table. <br />Mayor Graham declared the public hearing open to consider the annexation <br />and proper zoning upon annexation of the 90.62 acre tract of land owned <br />and occupied by Merico, Inc., located on the east side of 19th N. W. <br />between W. Center Street and Loop 286 N. W. <br />City Manager Doty advised the Council that the staff's recommendation <br />was to annex the property and place Light Industrial Zoning District <br />classification on the property upon annexation. No one in the audience <br />spoke on the matter. <br />A motion was made by Councilman Hoog seconded by Councilman McWaters <br />approving the recommendation for annexation and to place a Light Indus- <br />trial Zoning District Classification on the property. The motion <br />carried 5 ayes, 0 nays. <br />The replat of Lot 1, City Block 154 was presented. A motion was made by <br />Councilman Wilson, seconded by Councilman Bell approving the replat <br />subject to the requirements of the City Engineer. The motion carried 5 <br />ayes, 0 nays. <br />A replat of Lot 1 and 2, Block 4, Westside Addition was presented. A <br />motion was made by Councilman Wilson, seconded by Councilman Bell <br />approving the replat subject to the requirements of the City Engineer. <br />The motion carried 5 ayes, 0 nays. <br />
