7' <br />January 5, 1984 <br />MEMORANDUM <br />TO : CITY MANAGER <br />r <br />_ <br />FROM DIRECTOR OF COMMUNITY DEVELOPMENT <br />SUBJECT: PLANNING AND ZONING COMMISSION RECOMMENDATION AND REPORT <br />The Planning and Zoning Commission met Tuesday, January 3, 1984 and made <br />recommendations on the following items which will require City Council <br />consideration: <br />I. The Public Hearing was continued on the petition of Roger Wayne Barnes <br />for a change in zoning from SF -2 to SF -3 and Specific Use Permit. <br />Mobile Home (39) on the north z of Lots 6, 7 and 8, Block 6, Sperry's <br />First Addition located at 558 28th N.W. after determining that Mr. <br />Barnes had an ownership interest in the property and could request the <br />change. No new testimony was given in this request for a permanent <br />mobile home location for Mr. Barnes residence. Although there were no <br />objections from the area, the Commission voted 7 -O'to deny the request <br />because it would start an SF -3 District in the midst of an SF -2 area. <br />`T <br />2. A public hearing was held to consider the petition of Joe Shelton for a <br />change in zoning from SF -2 to GR on Lots 3 and 4, City Block 264 located <br />on the southwest corner of Blake Road and 20th N.E. The applicant had no `'T" <br />immediate plans for using the property but said it was better suited for <br />business use than residential. There was strong opposition from area <br />residents who stated the change would result in traffic problems and <br />affect their property values. Commission voted 7 -0 to recommend denial <br />of the change. <br />3- A public hearing was held to consider the petition of Ronald Billman for <br />a change in zoning from MF -1 to GR on Lots 16 and 17, City Block 220 <br />located on the northeast corner of 17th N.E. and E. Houston Street. Mr. <br />Billman stated he wanted to build an office structure on the property for <br />his accounting firm and asked for comparable zoning to that on the south <br />side of Houston Street. No one objected to the change and the Commission <br />,voted 7 -0 to recommend approval. <br />4- A public hearing was held to consider the petition of Sam Gentle for a <br />change in zoning from SF -2 to MF -1 on Lots 7 and 8, City Block 255 -A <br />located at 2635 and 2645 E. Price Street. Mr. Gentle said that through <br />ignorance of building permit requirements, he converted a garage behind <br />his home at 2635 E. Price into living quarters for a man and wife who <br />assisted in the care of his wife. He is unable to secure electrical <br />service because the SF -2 zoning permits only one house per lot. Approxi- <br />mately 8 persons from the area attended the meeting and voiced objection <br />I <br />
