•. Ys'. <br />t <br />MINUTES OF THE REGULAR MEETING OF THE CITY OF PARIS <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />January 11, 1982, 7:00 P. M. Mayor Burnett called the meeting to order with <br />the following Councilmen present: W. C. Francis, Walter F. Williams, Travis <br />Wortham, Larry McGee, Ken Kohls, Joe Graham. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by Sister Virgie Temple. <br />Mayor Burnett asked if there were any corrections to the minutes of previous meetings, <br />furnished to the Council members. There being no corrections, the minutes were <br />approved. <br />Mayour Burnett announced that the first order of business would be consideration <br />of recommendations made by the Planning and Zoning Commission. <br />Mayour Burnett declared the public hearing open on the petition of Wayne Brown <br />for a change in zoning from a One Family Dwelling District No. 2 to a Multi - <br />Family Dwelling District No. 1 on Lot 16, Block 294 located on the South side of <br />Pine Mill Road, approximately 115 feet west of 32nd N. E. <br />Mayor Burnett called for proponents to appear and Mr. Wayne Brown appeared in <br />his behalf stating that 5 units or less would be constructed on the lot. Mr. <br />Jay Guest appeared in behalf of the petitioners and read a statement of Joe <br />Pridemore, a statement of the Pastor of the Victory Baptist Church stating no <br />objection to the zoning change. Mr. Porter Smallwood appeared before the Council <br />stating that he owned property adjacent to the property in question and that he <br />has been putting up with an eye sore for six years and was definitely for the <br />change in zoning and welcomed the apartment complex. <br />Mayor Burnett called for opponents and Mr. Jimmy McNeal appeared stating that <br />he had rather have the present situation of a dilapidated house rather than the <br />apartments. Mr. Robert Howell, Mr. James Hammon, Mr. Jesse Goolsby, Mr. Richard <br />Ribble, Mr. Bill Mercy who presented two letters, one from Mrs. Betty Mills, and <br />one from Dr. William Hayden, Mr. Jim Lassiter and Mr. James Hansen all appearing <br />in opposition. In addition, a petition was presented to the Council showing 66 <br />names in opposition to the zoning change. Several other people were in the <br />audience and recognized by Mayor Burnett being in opposition to the zoning change. <br />Mayour Burnett declared the public hearing close and after discussion an <br />ORDINANCE NO. <br />AN ORDINANCE AMENDING ZONING-ORDINANCE-NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, <br />AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISH- <br />ING A MULTIPLE FAMILY DWELLING DISTRICT NO. 1(FM -1) ON LOT 16, CITY BLOCK 294, UPON <br />PROPERTY BELONGING TO WAYNE BROWN, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY <br />DESIGNATED AS A ONE- FAMILY DWELLING DISTRICT NO. 2 (SF -2); AND DESIGNATING THE <br />BOUNDARIES OF THE MULTIPLE FAMILY DWELLING DISTRICT NO 1 (MF -1) SO ESTABLISHED. <br />was presented. A motion was made by Councilman McGee, seconded by Councilman <br />Williams to deny the Ordinance and ttr -deny the zoni nq "-change . -The motion carried <br />7 ayes, 0 nays. <br />
