MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />April 26, 1982 <br />466" <br />The special meeting of the City Council of the City of Paris was held <br />Monday April 26, 1.982, 7:00 P. M. Mayor Pro Tem Williams called the <br />meeting to order with the following Councilmen present: W. C. Francis, <br />George Fisher, Jr., Larry McGee, Joe Graham, Donald G. Wilson, Gene <br />McWaters, Jr. Also present were City Manager R. W. Sokoll, City <br />Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Pro Tem Williams announced that the special meeting was called <br />in order to review Sewer Project and consider a Resolution authoriz- <br />ing sub- contracts on the Infiltration /Inflow Project. <br />Councilman Francis requested the Council to consider a problem in the <br />outfall line at the Pine Creek cross over prior to consideration of <br />the sub - contracts for the Infiltration /Inflow Project. Councilman <br />Francis stated: "There are many reasons why a rehabilitation program <br />for this section of the main outfall should begin immediately. <br />1. The polution of Pine Creek constitutes a serious health hazard <br />to the Pine Creek Area. When the conditions become known to the <br />State Health Department, they may require an immediate correction. <br />2. The constant pumping of excess water through our treatment plant <br />resulting in the following: <br />(a) Excess power cost <br />(b) Excess chemical cost <br />(c) Unnecessary wear and tear on all expensive pumping and treat- <br />ing facilities. <br />3. The impossibility of controlling the sewage treatment process <br />due to wild fluctuations in hydraulic flows. <br />4. The corrections in the outfall line would lead to more accurate <br />conclusions affacti.ng the entire Sewer Project. <br />In conclusion, it is my.suggestion that the Engineering Department <br />assigned to the Sewer Project, immediate steps to provide.plans <br />and specifications to correct the above conditions." <br />City Engineer Conner reviewed and discussed sub - contracts for the <br />Infiltration /Inflow Project. After discussion, a motion was made <br />by Councilman McGee, seconded by Councilman Graham to accept the <br />contracts. Mayor Pro Tem Williams polled the Council which showed <br />5 ayes, 2 nays, Councilman Francis, and Mayor Pro Tem Williams <br />voting nay. <br />Ll <br />
