W* ; Mayor Graham announced that a Councilman had requested consideration of lifting the Building Permit Moratorium in Buttermilk Creek Drainage Area. During discussion, City Attorney Haynes recommended that the Moratorium not be lifted until the size of the structures had been increased in the drainage area. After further discussion, a motion was made by Councilman McWaters, seconded by Councilman Fisher to r-- authorize the lifting of the Moratorium on building permits when structures are torn out and drainage increased and certification made by the City Engineer. The motion carried 6 ayes, 0 nays. ANNEX ORDINANCE NO. 2650 AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF ACRES, MORE OR LESS, WHICH IS LESS THAN TEN PER CENT (10 %) OF THE TERRITORY INCLUDED WITHIN ITS PRESENT CITY LIMITS, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS, TEXAS, AND PROVIDING ZONING FOR SAID TERRITORY. was presented. A motion was made by Councilman Fisher, seconded by Councilman Wilson for adoption of the Ordinance. The motion carried 6 ayes, 0 nays. ORDINANCE NO. 2651 AN ORDINANCE REVISING THE FUEL ADJUSTMENT CLAUSE OF TEXAS POWER AND LIGHT COMPANY IN THE CITY OF PARIS, TEXAS, PROVIDING FOR AN EFFECTIVE DATE FOR SUCH FUEL ADJUSTMENT CLAUSE RATE SCHEDULE, AND PROVIDING CONDITIONS UNDER WHICH SUCH FUEL ADJUSTMENT CLAUSE RATE SCHEDULE MAY BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN. was presented. A motion was made by Councilman Fisher, seconded by Councilman Williams for adoption of the Ordinance. The motion carried 6 ayes, 0 nays. City Manager Sokoll requested authorization to advertise for bids for the following items: A. Tailgate Gravel Spreader for the Street Department. B. Hydraulic Valve Wrench for the Water Department. C. 1500 Feet of Three (3) Inch Hose for the Fire Department. D. Air Bag Rescue System for the Fire Department. E. Floor Covering for Central Fire Station. A motion was made by Councilman Fisher, seconded by Councilman Williams approving the City Manager's request. The motion carried 6 ayes, 0 nays. City Manager Sokoll presented a request of H. M. and Betty L. Hindman to close West Austin Street between 33rd S. W. and 31st S.W. After discussion, no action was taken by the Council. Resolution No. 2205 appointing A. W. Clem IV to the Library Board was presented. A motion was made by Councilman Wilson, seconded by Councilman McWaters for adoption of the Resolution. The motion carried 6 ayes, 0 nays.
