MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />December 13, 1982 <br />The regular meeting of the City Council of the City of Paris was held <br />Monday, December 13, 1982 at 7:00 P. M. Mayor Graham called the <br />meeting to order with the following Councilmen present: W. C. Francis, <br />Donald G. Wilson, George Fisher, Jr., Larry P McGee, Gene McWaters, Jr., <br />and Walter F. Williams. Also present was Acting City Manager, H. C. <br />Greene, City Attorney, T. K. Haynes, and Acting City Clerk, Joe N. <br />McCollum. <br />Prayer was offered by 0. D. Robertson of the Bonham Street Church <br />of God. <br />Mayor Graham asked if there were any corrections to the minutes of <br />previous meetings and there being none, the minutes were approved as <br />presented. <br />Mayor Graham announced the first order of business would be consider- <br />ation of recommendations made by the Planning and Zoning Commission. <br />Mayor Graham declared the public hearing open on the petition of <br />Barney Bray III for a change in zoning from a One Family Dwelling <br />District No. 2 (SF -2) to a General Retail District (GR) on Lot 26, <br />City Block 249 located at 3070 Lamar Ave. <br />Acting City Manager Greene advised the Council that office zoning had <br />been recommended by the Planning and Zoning Commission. <br />A. W. Clem, Attorney for Mr. Bray stated that the Bray's had purchased j <br />the property in the early 70's when the area was essentially residential <br />in nature. Since that time, land use and traffic had changed making <br />the property undesirable for residential. He stated that Office zoning <br />was agreeable to his client. <br />There was no one present in opposition and Mayor Graham declared the <br />public hearing closed and called for the Ordinance to be presented. <br />ORDINANCE NO. 2661 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING <br />MAP OF SAID CITY; ESTABLISHING AN OFFICE DISTRICT (0) ON LOT 26, <br />BLOCK 249, ON PROPERTY BELONGING TO BARNEY BRAY, III, SO AS TO <br />INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY DWELLING <br />DISTRICT NO. 2 (SF -2); AND[ESIGNATING THE BOUNDARIES OF THE OFFICE <br />DISTRICT (0) SO ESTABLISHED <br />was presented. A motion was made by Councilman McGee, seconded by <br />Councilman Wilson for adoption of the ordinance. The motion carried <br />7 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of <br />Arch Hatch for a change in zoning from a Commercial District (C) <br />to an Agricultural District (A) on Lot 2, City Block 188 -D located <br />on the north side of Old Jefferson Road east of 8th S. E. <br />
